About this file
This is a Technical Proposal Tabulation Scores document from the State of Florida Department of Transportation for Procurement DOT-RFP-26-3007-CS, Mapping Services and Data Management. The procurement sought qualified vendors to provide Geographic Information System (GIS) services for a three-year contract with potential renewal options for up to three additional years. The technical proposals were opened on January 29, 2026, at 2:00 PM, with posting of results from February 6, 2026, at 11:00 AM until February 11, 2026, at 11:00 AM. The evaluation was conducted on a 100-point scale across four criteria: Administrative/Management Plan (20 points), Qualifications of Key Personnel (30 points), Technical Approach (30 points), and Technical Personnel (20 points). Responsive proposers scoring 80 points or higher advanced to oral presentations on February 10, 2026, followed by price proposal opening on February 11, 2026. The final selection and intended award meeting was scheduled for February 23, 2026.
Six vendors submitted proposals and were evaluated by the technical committee: GCS Holdings, Inc. (77.34 points), Geographic Technologies Group (87.00 points), Moffatt & Nichol, Inc. (95.00 points), NL Dev Systems, LLC (74.67 points), Sanborn Map Company, Inc. (90.33 points), and Southeastern Surveying & Mapping (79.00 points). Three vendors scored above the 80-point threshold and were designated as shortlist candidates: Moffatt & Nichol, Inc. (95.00 points, apparently awarded), Geographic Technologies Group (87.00 points), and Sanborn Map Company, Inc. (90.33 points). The total maximum budgetary allocation for the contract was $1.5 million, with price proposals to be scored on a 20-point scale using a formula comparing each proposer's price to the lowest price submitted. The Department reserved the right to reject all proposals or award to an alternate vendor if irregularities were subsequently discovered or if the apparent award recipient failed to submit required bonds, insurance, or comply with request for proposal requirements.
