About this file

This is a Technical Proposal Tabulation document from the State of Florida Department of Transportation for Mapping Services and Data Management (GIS Services) procurement DOT-RFP-26-3007-CS. The proposal opening occurred on January 29, 2026, at 2:00 PM, with posting from February 6, 2026, through February 11, 2026. The procurement sought qualified vendors to provide three-year GIS services for jurisdictions including Wakulla County and Clewiston City. Technical proposals were evaluated on a 100-point scale across four criteria: Administrative/Management Plan (20 points), Qualifications of Key Personnel (30 points), Technical Approach (30 points), and Technical Personnel (20 points). Proposals scoring 80 points or higher advanced to oral presentations on February 10, 2026, followed by price proposal opening on February 11, 2026. The final selection and intended award meeting was scheduled for February 23, 2026. The contract included potential renewal options for up to three additional years contingent upon satisfactory performance and fund availability.

Six vendors submitted proposals with technical scores ranging from 74.67 to 95.00 points. Moffatt & Nichol, Inc. received the highest score of 95.00 points and was identified as the apparent awarded vendor, with Geographic Technologies Group (87.00 points) and Sanborn Map Company, Inc. (90.33 points) also marked for shortlist consideration. The total maximum budgetary allocation for the contract was $1.5 million, with price proposals scored on a 20-point scale using a formula comparing each proposer's price to the lowest submitted price. Liquidated damages were established at $100 per calendar day for failure to complete services by the designated completion date. General liability insurance requirements included minimum coverage of $200,000 per person and $300,000 per occurrence for bodily injury, and $200,000 per occurrence for property damage. The Department reserved the right to conduct on-site facility reviews after the proposal due date to verify vendor qualifications and financial capability.
