About this opportunity

The Washington State Department of Enterprise Services is soliciting competitive bids for statewide supply contracts of bulk engine lubricants, greases, gear oils, and diesel exhaust fluid (DEF) under Solicitation 09225-02, with bids due July 30, 2026 at 11:59 PM Pacific Time. This is a reissued solicitation; all previously submitted bids must be resubmitted in their entirety with updated pricing.

The solicitation is organized into four categories: Category 1 (mineral, synthetic, blend, and specialty lubricants); Category 2 (EPA-certified Environmentally Acceptable Lubricants and re-refined products); Category 3 (greases, gear oils, and similar lubricating products); and Category 4 (DEF). Bidders may respond to one, multiple, or all categories. All products must be American Petroleum Institute (API) licensed and certified. Bidders must provide published price lists effective July 24, 2026, and pricing for all market-basket items in gallons; blank, "n/a," or zero-cost entries for any item will result in rejection of the entire category bid. No minimum order quantities are permitted, and the full product catalog must remain available throughout the contract term.

Historical annual sales total approximately $5.1 million, with DEF bulk (20 percent) and 15W40 bulk/drums (17 percent) as the largest product categories; the Washington State Department of Transportation historically accounts for approximately $1.224 million in annual sales.

The contract term is forty-eight months commencing September 1, 2026, with a potential performance-based extension of up to forty-eight additional months. Eligible purchasers include Washington state agencies, institutions of higher education, political subdivisions, federal agencies, public-benefit nonprofits, and federally recognized Indian tribes. A vendor management fee of 1.5 percent on all contract sales is required, and contractors must submit quarterly and annual sales reports.

Enterprise Services will award contracts to all responsive and responsible bidders in each category whose total score falls within 55 percent of the highest-scoring bidder, including Executive Order 18-03 preference points. Evaluation comprises 950 points for cost (market-basket pricing), 50 points for Executive Order 18-03 compliance, and pass/fail determinations for responsiveness, specifications, and responsibility. A pre-bid conference is scheduled for July 16, 2026 at 1:00 PM Pacific Time via Microsoft Teams. Apparent successful bidders will be announced August 14, 2026, with contract awards on August 31, 2026. A 10 percent disadvantaged business enterprise (DBE) participation goal applies under Federal Transit Administration requirements.
