About this opportunity

Citrus County, Florida, through its Department of Management & Budget, is soliciting sealed bids via Invitation to Bid 25-111 for milling and resurfacing of S. Apopka Avenue from US 41 to E. Anna Jo Drive, encompassing approximately 3.6 miles of roadway divided into two distinct segments with varying specifications. The first segment (US 41 to Daffodil Street) requires minimum 2.25-inch milling with placement of 2.25 inches of FC-12.5 asphalt using PG 76-22 polymer-modified binder at Traffic Level C, while the second segment (Daffodil Street to E. Anna Jo Drive) requires uniform 2.5-inch milling followed by two 1.5-inch lifts of the same asphalt specification. The scope of work includes pre-construction survey and video documentation, pavement edge exposure and cleaning, dyed herbicide and sterilant vegetation treatment, milling operations, mandatory Material Transfer Vehicle (MTV) asphalt paving with continuous non-contact transfer and remixing (direct truck-to-paver dumping is prohibited), temporary and permanent pavement markings with reflective pavement markers, shoulder grading to establish positive drainage, sodding, sweeping, materials testing, and hauling of all generated millings to the County Road Maintenance Facility. All work must comply with current Florida Department of Transportation Standard Specifications for Road and Bridge Construction, FY 2025-26, and applicable special provisions. Bidders must be prequalified by FDOT in Hot Plant-Mixed Bituminous Courses, and either the prime contractor or a direct subcontractor must hold FDOT prequalification in Pavement Marking; an on-site representative with current Intermediate or Advanced Level Maintenance of Traffic certification must be present during all work phases, and a prime contractor representative must maintain continuous on-site supervision. The mandatory pre-bid conference is scheduled for March 3, 2026 at 10:00 AM via Microsoft Teams, the deadline for written questions is March 13, 2026 at 4:00 PM, bids are due March 24, 2026 at 2:00 PM with public opening at 2:15 PM via Microsoft Teams, and Board approval is anticipated for June 22, 2026. Substantial Completion must be achieved within 90 calendar days and Final Completion within 120 calendar days of the Notice to Proceed, with liquidated damages assessed at $1,685 per day for delays beyond Final Completion dates (and one-quarter that amount for Substantial Completion delays) in accordance with FDOT Specification 8-10.2.

This is a competitively bid project with no set-asides, incumbent vendors, or restrictions on organizational type; both public and private entities meeting the prequalification requirements are eligible to submit bids. Required insurance includes Commercial General Liability of $1,000,000 per occurrence/$5,000,000 general aggregate, Automobile Liability of $1,000,000 combined single limit, Workers Compensation in compliance with state and federal law with Employer's Liability limits of $100,000 each accident/$500,000 disease policy limit/$100,000 disease per employee, and Cyber Insurance of $1,000,000 per claim if operations involve IT systems or personally identifiable information; Citrus County and FDOT must be named as additional insureds. A five percent bid security (certified check, cashier's check, or bid bond) is required, and successful bidders with total base bids of $100,000 or greater must provide Payment and Performance Bonds each equal to 100 percent of the bid amount within ten business days of agreement execution. The contractor must submit FDOT Asphalt Mix Design Plant Assignment Sheets and approved mix designs with their bid, and asphalt must be sourced from a single FDOT-approved production facility unless the County grants prior written approval. The project is funded at 100 percent through a Florida Department of Transportation Small County Outreach Program (SCOP) grant with Financial Project Number 449062-1-54-01, with the County budgeting approximately $1,630,270 for the project, and pricing shall be submitted on a unit price basis with all asphalt paid at the contract unit price per ton regardless of actual depth or quantities required. A one-year warranty on all materials, equipment, and workmanship, effective from the date of final completion, is required, and the contractor must develop a sealed Temporary Traffic Control Plan prepared by a Florida-licensed Professional Engineer with approvals obtained from the City of Inverness and FDOT if their roadways are affected.

Opportunity text

Citrus County, Florida ("County") invites interested and qualified contractors to submit a Bid for milling and resurfacing of S Apopka Avenue from US 41 to E Anna Jo Drive, approximately 3.6 miles. Work must be performed in accordance with the current Florida Department of Transportation (FDOT) Standard Specifications for Road and Bridge Construction, FY 2025-26, and all applicable Special Provisions and Contract Documents.

The Project includes two distinct resurfacing segments:

• US 41 to Daffodil St:
Minimum 2.25-inch milling, with additional removal as necessary to obtain a uniform, sound, and stable surface and to restore existing roadway geometrics documented in the required pre-construction pavement survey. Place 2.25 inches of FC-12.5, PG 76-22 polymer-modified binder, Traffic Level C.

• Daffodil St to E Anna Jo Drive:
Uniformly mill 2.5 inches, then resurface with two (2) 1.5-inch lifts of FC-12.5, PG 76-22 polymer-modified binder, Traffic Level C.

All hot-mix asphalt paving operations must utilize a Material Transfer Vehicle (MTV) providing continuous, non-contact transfer and remixing. Direct truck-to-paver dumping is prohibited. Any asphalt placed without an approved MTV is non-conforming work subject to removal and replacement at no cost to the County.

Asphalt used on this Project must appear on a current FDOT Asphalt Mix Design Plant Assignment Sheet, and bidders must submit the assignment sheet and approved mix design with their Bid. Only one production facility may be used unless the County grants prior written approval.

Work includes but is not limited to: pre-construction survey and video documentation; exposing and cleaning pavement edges; dyed herbicide/sterilant vegetation treatment; milling; asphalt paving; temporary and permanent pavement markings/RPMs; shoulder grading to establish positive drainage; sodding; sweeping; testing; and hauling of all generated millings to the County Road Maintenance Facility. All work is incidental unless specifically listed as a pay item.

Maintenance of Traffic (MOT):
Due to corridor constraints, single-lane closures with flagging are not permitted. Traffic control must be accomplished through a phased detour approach, per the Contract Documents, using only County-maintained roads unless written approvals are obtained from the City of Inverness or FDOT. A sealed Temporary Traffic Control (TTC) Plan prepared by a Florida-licensed Professional Engineer is required after Notice of Award.

Pavement markings must comply with the latest MUTCD and FDOT requirements, including all temporary RPMs, temporary painted markings, and permanent thermoplastic.

The Project will be awarded as a Unit Price Bid Contract based on the estimated quantities shown in the Bid Form. All asphalt will be paid at the contract unit price per ton, regardless of actual depth or quantities required to achieve the required finished roadway geometry and surface conditions.
