About this file

This is a Utility Certification Memo related to ITB 25-111, a Small County Outreach Program (SCOP) road resurfacing project administered by Citrus County, Florida. The project involves milling and resurfacing approximately 3.6 miles of S. Apopka Avenue from US 41 to E. Anna Jo Drive. Work must comply with current Florida Department of Transportation (FDOT) Standard Specifications for Road and Bridge Construction, FY 2025-26. The project is divided into two distinct segments with different specifications: the first segment from US 41 to Daffodil Street requires minimum 2.25-inch milling with 2.25 inches of FC-12.5 asphalt placement, while the second segment from Daffodil Street to E. Anna Jo Drive requires uniform 2.5-inch milling followed by two 1.5-inch lifts of FC-12.5 asphalt with PG 76-22 polymer-modified binder at Traffic Level C. Scope of work includes pre-construction survey and video documentation, pavement edge exposure and cleaning, vegetation treatment, milling, asphalt paving using a Material Transfer Vehicle (MTV), permanent and temporary pavement markings, shoulder grading, sodding, sweeping, testing, and hauling of millings to the County Road Maintenance Facility.

The memo certifies utility information relevant to project execution. All asphalt must originate from FDOT-approved production facilities appearing on a current Asphalt Mix Design Plant Assignment Sheet, which bidders must submit with their bid proposals. Direct truck-to-paver dumping is prohibited; all paving operations require an approved MTV for continuous, non-contact transfer and remixing, with non-conforming work subject to removal and replacement at no cost to the County. Only one production facility may be used unless the County grants prior written approval. The project is funded through the Small County Outreach Program, a state assistance initiative for qualified smaller counties in Florida.
