About this file

This is an Attachment E memorandum related to Citrus County, Florida's ITB 25-111 Small County Outreach Program (SCOP) Road Resurfacing Project for S. Apopka Avenue. The project involves milling and resurfacing approximately 3.6 miles of roadway from US 41 to E Anna Jo Drive, divided into two distinct segments with different specifications. The first segment, from US 41 to Daffodil Street, requires a minimum 2.25-inch milling with additional removal as necessary to achieve a uniform surface, followed by placement of 2.25 inches of FC-12.5, PG 76-22 polymer-modified binder asphalt at Traffic Level C. The second segment, from Daffodil Street to E Anna Jo Drive, requires uniform 2.5-inch milling followed by two 1.5-inch lifts of the same asphalt specification. All work must comply with current Florida Department of Transportation Standard Specifications for Road and Bridge Construction, FY 2025-26, and must incorporate a Material Transfer Vehicle for all asphalt placement, with direct truck-to-paver dumping explicitly prohibited. Additional work includes pre-construction survey and video documentation, pavement edge exposure and cleaning, vegetation treatment, temporary and permanent pavement markings, shoulder grading, sodding, sweeping, testing, and hauling of millings to the County Road Maintenance Facility.

Asphalt used on the project must appear on a current FDOT Asphalt Mix Design Plant Assignment Sheet, which bidders must submit with their bids, and only one production facility may be used unless prior written County approval is obtained. Any asphalt placed without an approved Material Transfer Vehicle is classified as non-conforming work subject to removal and replacement at no cost to the County. The memorandum serves as an official attachment to the invitation to bid, establishing the technical and operational requirements that bind all bidders responding to this road resurfacing contract opportunity.
