About this file
This is a Right of Way Certification document issued by the Florida Department of Transportation (FDOT) for District 7, certifying compliance with state requirements for a road resurfacing project on S. Apopka Avenue in Citrus County. The project, identified by Financial Project Number 449062-1-54-01, involves milling and resurfacing approximately 3.6 miles of roadway from E. Anna Jo Drive to US 41, divided into two distinct segments with varying asphalt specifications. The mandatory pre-bid conference is scheduled for March 3, 2026 at 10:00 AM via Microsoft Teams, with a written questions deadline of March 13, 2026 at 4:00 PM. Sealed bids are due March 24, 2026 at 2:00 PM with public opening at 2:15 PM via Microsoft Teams. The anticipated letting date is June 1, 2026, with Board approval expected June 22, 2026. Substantial completion is required within 90 calendar days and final completion within 120 calendar days of the Notice to Proceed. The document certifies that title to all required property and easements is vested in FDOT or state/local government, no right of way acquisition was necessary, no persons or businesses required relocation, no structures required demolition, and no asbestos abatement was required. The certification was executed by Charles Leazott, Engineering Operations Manager, on April 24, 2024.
The project is funded entirely through a Florida Department of Transportation Small County Outreach Program (SCOP) grant, with Citrus County budgeting approximately $1,630,270 for completion. Bidders must be prequalified by FDOT in Hot Plant-Mixed Bituminous Courses, and either the prime contractor or a direct subcontractor must hold FDOT prequalification in Pavement Marking. A five percent bid security is required, and successful bidders with bids of $100,000 or greater must provide Payment and Performance Bonds equal to 100 percent of the bid amount within ten business days of agreement execution. Required insurance includes $1,000,000 Commercial General Liability, $1,000,000 Automobile Liability, Workers Compensation per state and federal law, and $1,000,000 Cyber Insurance if applicable. Pricing shall be submitted on a unit price basis with all asphalt paid at contract unit price per ton. Asphalt must be sourced from a single FDOT-approved production facility unless prior written County approval is obtained. Liquidated damages are assessed at $1,685 per day for delays beyond Final Completion and one-quarter that amount for Substantial Completion delays. A one-year warranty on all materials, equipment, and workmanship is required from final completion date. This is a competitively bid project with no set-asides, incumbent vendors, or restrictions on organizational type.
