The project involves milling and resurfacing approximately 3.6 miles of S. Apopka Avenue from US 41 to E. Anna Jo Drive) requires 2.5-inch milling followed by two 1.5-inch asphalt lifts of identical specification. The scope encompasses pre-construction surveying and video documentation, pavement edge preparation, vegetation treatment, mandatory Material Transfer Vehicle (MTV) paving operations, pavement markings with reflective markers, shoulder grading, sodding, and milling hauling. The mandatory pre-bid conference is scheduled for March 3, 2026 at 10:00 AM via Microsoft Teams, with written questions due March 13, 2026 at 4:00 PM and sealed bids due March 24, 2026 at 2:00 PM, with public opening at 2:15 PM. Board approval is anticipated for June 22, 2026, with substantial completion required within 90 calendar days and final completion within 120 calendar days of the Notice to Proceed.
This competitively bid project with no set-asides or incumbent restrictions is funded entirely through a FDOT Small County Outreach Program (SCOP) grant (Financial Project Number 449062-1-54-01), with the County budgeting approximately $1,630,270. Contractor qualifications include FDOT prequalification in Hot Plant-Mixed Bituminous Courses and either the prime contractor or a direct subcontractor must hold FDOT prequalification in Pavement Marking, with an on-site representative maintaining current Intermediate or Advanced Level Maintenance of Traffic certification. A five percent bid security is required, with successful bidders having total base bids of $100,000 or greater required to provide Payment and Performance Bonds equal to 100 percent of the bid amount within ten business days of agreement execution. Required insurance includes Commercial General Liability ($1,000,000 per occurrence/$5,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers Compensation with Employer's Liability limits of $100,000 each accident/$500,000 disease policy/$100,000 disease per employee, and Cyber Insurance ($1,000,000 per claim if applicable). Liquidated damages are assessed at $1,685 per day for Final Completion delays and one-quarter that amount for Substantial Completion delays. A one-year warranty on all materials, equipment, and workmanship is required, effective from final completion.
