About this file
This is a Right of Way Certification document issued by the Florida Department of Transportation (FDOT) for District 7, Citrus County, certifying compliance with acquisition, relocation, demolition, and asbestos abatement requirements for the S. Apopka Avenue resurfacing project (Financial Project No. 449062-1-54-01). The project encompasses milling and resurfacing of approximately 3.6 miles of S. Apopka Avenue from E. Anna Jo Drive to US 41, divided into two segments with differing specifications. The first segment (US 41 to Daffodil Street) requires minimum 2.25-inch milling and placement of 2.25 inches of FC-12.5 asphalt with PG 76-22 polymer-modified binder at Traffic Level C; the second segment (Daffodil Street to E. Anna Jo Drive) requires 2.5-inch milling followed by two 1.5-inch asphalt lifts. The scope of work includes pre-construction survey and video documentation, pavement edge cleaning, vegetation treatment, milling operations, Material Transfer Vehicle (MTV) paving with continuous non-contact transfer (direct truck-to-paver dumping prohibited), temporary and permanent pavement markings with reflective pavement markers, shoulder grading, sodding, sweeping, materials testing, and hauling of millings. The mandatory pre-bid conference is scheduled for March 3, 2026 at 10:00 AM via Microsoft Teams, with written questions due March 13, 2026 by 4:00 PM, and sealed bids due March 24, 2026 at 2:00 PM with public opening at 2:15 PM. Board approval is anticipated June 22, 2026. Substantial Completion must occur within 90 calendar days and Final Completion within 120 calendar days of Notice to Proceed, with liquidated damages of $1,685 per day for delays beyond Final Completion dates.
The project is funded 100 percent through an FDOT Small County Outreach Program (SCOP) grant with Citrus County budgeting approximately $1,630,270. This is a competitively bid project with no set-asides or incumbent restrictions; both public and private entities meeting FDOT prequalification requirements in Hot Plant-Mixed Bituminous Courses are eligible. Either the prime contractor or direct subcontractor must hold FDOT prequalification in Pavement Marking, and an on-site representative with current Intermediate or Advanced Level Maintenance of Traffic certification must be present during all work phases. Required insurance includes Commercial General Liability of $1,000,000 per occurrence/$5,000,000 general aggregate, Automobile Liability of $1,000,000 combined single limit, Workers Compensation with Employer's Liability limits of $100,000 each accident/$500,000 disease policy limit, and Cyber Insurance of $1,000,000 per claim. A five percent bid security is required, and successful bidders with bids of $100,000 or greater must provide Payment and Performance Bonds equal to 100 percent of the bid amount within ten business days. Bidders must submit FDOT Asphalt Mix Design Plant Assignment Sheets and approved mix designs with their bid, with asphalt sourced from a single FDOT-approved facility unless prior written County approval is obtained. Pricing shall be submitted on a unit price basis with all asphalt paid at the contract unit price per ton. A one-year warranty on all materials, equipment, and workmanship effective from the date of final completion is required, and contractors must develop a sealed Temporary Traffic Control Plan prepared by a Florida-licensed Professional Engineer.
