About this file

This is a Contamination Impact Certification document issued by Citrus County, Florida's Department of Management & Budget for the Small County Outreach Program (SCOP) Road Resurfacing Project on S. Apopka Avenue from E. Anna Jo Drive to US 41 (Financial Project No. 449062-1-54-01). The certification, executed on April 24, 2024, by Charles G. Leazott, Engineering Operations Supervisor, confirms that no potential for contamination was found during the contamination impact evaluation performed in accordance with the Florida Department of Transportation's Project Development and Environment Manual, Part II Chapter 20. This determination eliminates the need for remediation or mitigation measures related to environmental contamination within the project area prior to or during construction.

The project encompasses approximately 3.6 miles of roadway resurfacing divided into two segments with distinct specifications: US 41 to Daffodil Street requiring 2.25-inch milling and FC-12.5 asphalt placement, and Daffodil Street to E. Anna Jo Drive requiring 2.5-inch milling followed by two 1.5-inch asphalt lifts. The mandatory pre-bid conference is scheduled for March 3, 2026, at 10:00 AM via Microsoft Teams, with written questions due March 13, 2026, and bids due March 24, 2026, at 2:00 PM. The project is 100 percent funded through an FDOT Small County Outreach Program grant with an estimated budget of $1,630,270. Contractors must be prequalified by FDOT in Hot Plant-Mixed Bituminous Courses and maintain continuous on-site supervision, with substantial completion required within 90 calendar days and final completion within 120 calendar days of the Notice to Proceed. Liquidated damages are assessed at $1,685 per day for delays beyond the final completion date.
