About this opportunity
The Borough of Doylestown is seeking sealed bids for Contract 2400754 - Fanny Chapman Memorial Pool Main Pool Repairs, a comprehensive concrete pool restoration project scheduled for completion by April 1, 2026. The base bid involves repairing approximately 2,900 square feet of the main pool by removing surface concrete to a competent substrate and resurfacing with polymer-modified concrete, including grout injection to fill void spaces underneath the pool. Alternate bid items are available to expand the scope to an additional 1,960 square feet of pool surface. Sealed bids will be submitted online via the PennBid Program until September 22, 2025, at 2:00 PM, with a non-mandatory pre-bid meeting scheduled for September 4, 2025, at 10:00 AM at the pool location. Bidders must comply with Pennsylvania Prevailing Wage Act (Act 422), Public Works Employment Verification (Act 127), and provide comprehensive documentation including bid bonds, non-collusion affidavits, and contractor responsibility certifications. The project will be evaluated based on unit prices, with the Borough reserving the right to reject any or all bids and select the most advantageous combination of base and alternate bids.
The contract includes specific requirements for contractors, emphasizing workforce development and responsible contracting practices. Contractors must demonstrate participation in formal apprenticeship training programs, with at least 70% of craft employees being graduates of registered apprenticeship programs. The project requires contractors to maintain appropriate licenses, certifications, and provide documentation verifying employee qualifications, including OSHA safety training. While no specific incumbent vendors are mentioned, the Borough has established a rigorous contractor responsibility ordinance that includes detailed qualification criteria. The contract will be funded through municipal sources, with payment structured on a monthly basis with initial 10% retainage, potentially reducing to 5% once the project reaches 50% completion. Liquidated damages are set at $500 per day for delays beyond the specified completion date. The project involves a nominal PennBid fee of 0.33% of the bid amount (minimum $150, maximum $6,000) for awarded contractors, with the total project budget and precise award value to be determined through the bidding process.
