About this file
This attachment contains the Responsible Contractor Requirements for the Borough of Doylestown, Pennsylvania, as supplemental qualification standards for public construction and maintenance contracts. The document establishes that contractors and subcontractors performing work on Borough contracts must meet specific responsible contractor qualifications outlined in the Doylestown Borough Code of Ordinances. The attachment references three accompanying documents: a copy of the Responsible Contractor Ordinance, a Contractor Responsibility Certification Form, and a Subcontractor Responsibility Certification Form. These requirements are intended to supplement rather than replace other contractor qualifications and performance standards. In cases where conflicts arise between these requirements and other published standards, the Borough of Doylestown Contractor Responsibility Ordinance requirements take precedence.
The Responsible Contractor Requirements apply directly to Contract 2400754 for Fanny Chapman Memorial Pool Main Pool Repairs, requiring all bidders and their subcontractors to complete and submit the applicable responsibility certification forms as part of their bid submissions. For this project, contractors must demonstrate compliance with Pennsylvania Prevailing Wage Act requirements, participate in formal apprenticeship training programs with at least 70% of craft employees being registered apprenticeship graduates, and maintain appropriate licenses and certifications including OSHA safety training documentation. The ordinance establishes a comprehensive vetting process to ensure contractor responsibility and workforce development objectives are met on all Borough public works projects.
