About this file
This is a Measurement and Payment specification document prepared by the Borough of Doylestown for Contract 2400754 - Fanny Chapman Memorial Pool Main Pool Repairs. The document establishes the measurement and payment criteria for work performed under a unit price payment method, with all measurements based on completed work performed in accordance with the Drawings, Project Manual, and the Agreement's Schedule of Bid Items. The Resident Project Representative is responsible for taking all measurements and computing quantities of completed work, with contractor assistance as required. All unit price line items shall be paid at the contract unit price, which constitutes full payment for furnishing all labor, materials, and equipment necessary to complete associated work in accordance with specifications. The project involves concrete pool restoration work on approximately 2,900 square feet of the main pool surface, with alternate bid items available to expand the scope to an additional 1,960 square feet. Sealed bids are due September 22, 2025, at 2:00 PM via the PennBid Program, with a non-mandatory pre-bid meeting scheduled for September 4, 2025, at 10:00 AM at the pool location. The project completion date is April 1, 2026.
The specification clarifies that disposal of removed materials, temporary site modifications for access, and restoration or repair of any site elements disturbed during construction are incidental to the work and require no separate payment. Any damage caused by the contractor must be returned to pre-construction condition at the contractor's expense. Mobilization and demobilization costs are paid in accordance with Section 01 71 13. The project is subject to Pennsylvania Prevailing Wage Act (Act 422) and Public Works Employment Verification (Act 127) requirements. Payment is structured on a monthly basis with initial 10% retainage, potentially reducing to 5% once the project reaches 50% completion. Liquidated damages are assessed at $500 per day for delays beyond the completion date. PennBid charges a nominal fee of 0.33% of the bid amount (minimum $150, maximum $6,000) for awarded contractors only.
