This is a Bidder's Acknowledgement Form for the Borough of Doylestown's Contract 2400754 for Fanny Chapman Memorial Pool Main Pool Repairs. The project encompasses the repair of approximately 2,900 square feet of the main pool through removal of surface concrete to competent substrate and resurfacing with polymer-modified concrete, including grout injection to fill void spaces underneath the pool. Alternate bid items are available to expand the scope to an additional 1,960 square feet of pool surface. Sealed bids were submitted online via the PennBid Program until September 22, 2025, at 2:00 PM, with public opening and reading of bids at 10 Doyle Street, Doylestown, PA 18901. A non-mandatory pre-bid meeting was scheduled for September 4, 2025, at 10:00 AM at the pool location (10 McKinstry Drive, Doylestown, PA 18901). The work is scheduled for completion by April 1, 2026. All bids remain subject to acceptance for sixty (60) days after the bid opening or for such longer period as the bidder may agree to in writing upon request of the Borough.
Bidders must submit required documentation including bid security, non-collusion affidavits, contractor and subcontractor responsibility certifications, surety agreements, and a list of subcontractors. The contract is subject to Pennsylvania Prevailing Wage Act (Act 422) and Public Works Employment Verification requirements (Act 127). Contractors must demonstrate participation in formal apprenticeship training programs with at least 70% of craft employees being graduates of registered apprenticeship programs. Liquidated damages are assessed at $500 per day for delays beyond the specified completion date. The PennBid fee of 0.33% of the bid amount (minimum $150, maximum $6,000) applies only to awarded contractors. Payment is structured on a monthly basis with initial 10% retainage, potentially reducing to 5% once the project reaches 50% completion. The project is funded through municipal sources.
