About this file
This is a contract closeout specification document prepared by the Borough of Doylestown for Contract 2400754 – Fanny Chapman Memorial Pool Main Pool Repairs. The document outlines comprehensive closeout procedures required upon substantial completion of the main pool concrete repair project. The work includes final cleaning of equipment and fixtures, adjustment of operating products and equipment, removal of construction debris and waste materials from the site, and execution of all punch list items identified during final inspection. The contractor must maintain on-site project record documents including marked-up drawings, specifications, addenda, change orders, reviewed shop drawings, and manufacturer's instructions throughout construction. Final inspection and punch list preparation will be conducted by the Engineer, with all remaining items to be completed within the original contract time. The contractor must submit a written certification that the work is complete and ready for Engineer review prior to final payment consideration.
The contractor is required to submit comprehensive documentation prior to final payment, including payroll certification forms (if the contract price exceeds $25,000), waivers of liens from all subcontractors and suppliers, a maintenance bond, any outstanding change orders with supporting documentation, and test or sample results as applicable. Record documents must legibly identify actual products installed with manufacturer names and model numbers, document all product substitutions or alternates utilized, and record measured locations of underground utilities and field changes to dimensions and details. Final payment will only be issued upon final completion and acceptance of all work, with the contractor responsible for maintaining accurate and complete entries in record documents concurrent with construction progress to enable future reference by the owner.
