About this file
This is a Quality Control specification document issued by the Borough of Doylestown for Contract 2400754 – Fanny Chapman Memorial Pool Main Pool Repairs. The specification outlines the contractor's responsibilities for quality assurance and control throughout the installation and construction phases of the project. Key requirements include monitoring quality control over suppliers, manufacturers, products, services, site conditions, and workmanship; complying with manufacturers' instructions and specified standards; performing work through qualified personnel; verifying field measurements against shop drawings; and securing products with appropriate anchorage devices. The contractor must also manage fabrication and installation tolerances to prevent accumulation, comply with manufacturers' tolerances, and request clarification from the engineer if conflicts arise between manufacturers' specifications and contract documents. The specification references related sections including General Conditions, Supplementary Conditions, and Material and Equipment requirements, establishing a comprehensive quality control framework for the pool repair project.
The document further mandates that the contractor furnish duplicate certified copies of all routine tests conducted by mills, shops, or factories, with independent testing firms performing additional tests as specified in individual sections. An independent firm will submit test reports in duplicate to the engineer, indicating compliance or non-compliance with contract requirements. The contractor is responsible for all testing and laboratory service costs and must cooperate with construction observers by providing safe access and 24-hour advance notification for operations requiring observation services. The contractor must also examine existing site conditions and substrate surfaces prior to commencing work, verify structural support capabilities, ensure utility services are available and properly located, and prepare substrate surfaces by cleaning, sealing cracks, and applying manufacturer-required primers or sealers before applying new materials.
