About this file

This is a Construction Facilities and Temporary Controls specification document prepared by the Borough of Doylestown for Contract 2400754 - Fanny Chapman Memorial Pool Main Pool Repairs. The specification establishes comprehensive requirements for temporary facilities and site management throughout the construction project, which involves repairing approximately 2,900 square feet of the main pool through concrete removal and resurfacing with polymer-modified concrete, with alternate bids available to expand the scope to an additional 1,960 square feet. The project completion deadline is April 1, 2026. A non-mandatory pre-bid meeting is scheduled for September 4, 2025, at 10:00 AM at the pool location (10 McKinstry Drive, Doylestown, PA 18901), with sealed bids due online via PennBid by September 22, 2025, at 2:00 PM. The contractor is responsible for providing and maintaining all temporary utilities (electricity and sanitary facilities), construction barriers, water and dust control measures, progress cleaning and waste removal, project signage, and security throughout the construction period.

The specification requires contractors to implement dust control measures approved by the Resident Project Representative at no additional cost to the Owner, maintain the site free of waste materials and debris on a daily basis, and provide barriers to protect existing facilities, adjacent properties, and vegetation from damage. Contractors must restore all temporary work areas and facilities to original or better condition upon project completion. The specification is subject to Pennsylvania's Prevailing Wage Act (Act 422) and Public Works Employment Verification requirements (Act 127). Liquidated damages are assessed at $500 per day for delays beyond the April 1, 2026, completion date. Payment will be structured on a monthly basis with 10% initial retainage, potentially reducing to 5% once the project reaches 50% completion. A nominal PennBid fee of 0.33% of the bid amount (minimum $150, maximum $6,000) applies only to awarded contractors.
