About this opportunity

The Kansas Turnpike Authority is issuing a Request for Proposal (RFP) for an investment-grade Traffic and Revenue Study (100-260209) to support toll revenue bond financing. The procurement seeks qualified consulting firms to conduct comprehensive traffic and revenue modeling, analysis, and forecasting, including data collection and validation, travel demand modeling, revenue forecasting, and preparation of a five-year Debt Service Coverage Ratio (DSCR) certification demonstrating a minimum ratio of 1.30x. Deliverables include preliminary and final reports suitable for inclusion in official statements and for use by rating agencies, bond underwriters, bond insurers, and investors, with all work subject to certification standards required by the Authority's Trust Indenture. Qualified proposers must be authorized to do business in Kansas, operate within the United States, and demonstrate relevant experience in traffic and revenue studies and project management. Evaluation will be conducted using a Best Value methodology, with the Scope of Work weighted at 80 percent and pricing at 20 percent, specifically scoring Firm Qualifications and Key Personnel (40 points), Approach to Providing Requested Services (30 points), Additional Services (5 points), and Conformance with RFP (5 points). The procurement timeline includes a questions deadline of February 20, 2026, final authority responses on February 27, 2026, proposal submissions due by 4:30 PM Central Time on March 6, 2026, proposal evaluation from March 6-13, 2026, potential interviews on March 16-17, 2026, and contract award on March 25, 2026.

The RFP does not explicitly reference set-aside designations or disadvantaged enterprise restrictions, though all proposers must comply with Kansas law, applicable anti-discrimination requirements, and open records provisions. Proposers must maintain comprehensive insurance coverage including Workers' Compensation (statutory), Commercial General Liability ($1,000,000 per occurrence), Commercial Automobile Liability ($1,000,000 combined single limit), Professional Liability ($1,000,000 per claim), and Network Security/Cyber Liability ($5,000,000 per claim). All proposals must be submitted electronically through the KTA E-procurement portal (Euna Procurement) and must include a signed RFP acknowledgment, completed Appendix B Pricing Sheet, detailed Scope of Work Proposal, copies of any addenda, and KORA compliance documentation if applicable. The initial contract term is five years with two one-year renewal options. The anticipated bond financing is approximately $227 million, expected for issuance in the first or second quarter of 2027, with contract award anticipated for March 25, 2026.
