About this opportunity

The Department of Veterans Affairs Technology Acquisition Center Austin is soliciting proposals for the complete renovation of Building 9A at Carl Vinson VA Medical Center in Dublin, Georgia to establish EHRM (Electronic Health Records Management) administrative space. The scope of work encompasses all labor, materials, equipment, tools, supervision, and personnel necessary to complete the project in accordance with detailed specifications and drawings, including demolition of asbestos-containing materials and lead-based paint removal, complete interior renovation with new walls, ceilings, doors, and mechanical/electrical/plumbing systems across four designated building sections totaling approximately 7,000 gross square feet. Key contract requirements include submission of a Critical Path Method project schedule within 45 days of Notice to Proceed, a Quality Control Plan with a dedicated full-time Site Safety and Health Officer holding CSP or CHST certification, Infection Control Risk Assessment (ICRA) Class II protocols with negative pressurization and HEPA filtration, and comprehensive commissioning of all building systems with factory testing and field performance verification. The Department will evaluate proposals using the Lowest Price Technically Acceptable (LPTA) method with technical expertise and price as the two evaluation factors; technical proposals are limited to 15 pages and must demonstrate recent experience on similar construction projects of at least 6,500 square feet valued at $2 million or more involving complex system installations and hazardous materials abatement. The proposal submission deadline is May 1, 2026, at 12:00 PM EDT, with amendments issued through April 14, 2026, providing technical question responses and final specifications.

This procurement is a 100 percent set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) certified in the Small Business Administration database in accordance with 38 U.S.C. Section 8127, with no incumbent contractor identified. The estimated construction magnitude is between $2,000,000 and $5,000,000 under NAICS Code 236220 and PSC Code Y1DZ, with a mandatory performance period of 275 calendar days from the Notice to Proceed. The contractor must submit a bid guarantee of 20 percent of the proposal price (not to exceed $3,000,000) using Standard Form 24, along with performance and payment bonds upon award; a site visit was held on February 10, 2026, with approximately 50 contractors and suppliers in attendance. The contract includes Davis-Bacon prevailing wage requirements per Laurens County, Georgia rates, supplemental insurance requirements (general liability $500,000, automobile liability $200,000/$500,000), and liquidated damages of $37.50 per day for schedule delays or $37.50 per affected individual for data breaches involving sensitive personal information. The project will be executed in two construction phases without waiting periods between them, with work performed at Carl Vinson VA Medical Center, 1826 Veterans Boulevard, Dublin, Georgia 31021.
