About this file
This is a Request for Proposals (RFP) specification document for the renovation of Building 9A at Carl Vinson VA Medical Center in Dublin, Georgia (Project #557-21-703) to establish new EHRM administrative space. The contract is set aside for Service-Disabled Veteran-Owned Businesses (SDVOSBs) with an estimated magnitude of $2,000,000 to $5,000,000 under NAICS Code 236220 and PSC Code Y1DZ. The contractor must provide all labor, materials, equipment, tools, supervision, and personnel necessary to complete the project in accordance with the attached specifications and drawings. The renovation scope includes demolition of existing asbestos-containing materials (approximately 5,850 square feet of floor tile and mastic, 1,500-2,000 linear feet of piping insulation, and related fixtures), removal of lead-based paint, and complete renovation of interior spaces including new walls, ceilings, doors, mechanical systems, electrical systems, plumbing, and HVAC installations across four designated sections of the building.
The specifications establish comprehensive requirements for construction quality control, safety, environmental protection, and sustainable construction practices. Key requirements include submission of a Critical Path Method (CPM) project schedule within 45 days of Notice to Proceed, an Accident Prevention Plan addressing fall protection (4-foot threshold height), confined space entry, crane operations, and comprehensive OSHA compliance. The contractor must implement Level IV Infection Control Risk Assessment measures including hard barriers with anterooms, continuous 0.01-inch water gauge negative pressurization with HEPA filtration, and differential pressure monitoring. Additional mandatory submissions include a Quality Control Plan with a dedicated full-time Site Safety and Health Officer holding CSP or CHST certification with three years of construction safety experience, Construction Indoor Air Quality Management procedures, a Construction Waste Management Plan targeting 50 percent diversion from landfills, and documentation of low-pollutant-emitting materials compliance with specified VOC limits. The contract requires performance and payment bonds that remain effective throughout construction, warranty management with 4-month and 9-month post-acceptance inspections, and final delivery of as-built drawings in electronic PDF format within 15 calendar days after project completion.
