About this file
This is a lead-based paint and asbestos inspection report for Building 9, First Floor at Carl Vinson VA Medical Center in Dublin, Georgia, prepared by Southeast Lead Consultants, Inc. and dated March 15, 2024.
The inspection identified significant lead-based paint (LBP) contamination and asbestos-containing materials (ACM) throughout the building. XRF testing on February 29, 2024 identified 30 positive results exceeding the 1.0 mg/cm² regulatory limit, with LBP found on metal window sills/casings, wood door frames (primarily in Section 4), metal chase doors, wood baseboards, metal vent covers, and walls in Room 107. Asbestos testing collected 40 bulk samples on February 24, 2024; 20 samples tested positive for ACM including floor tile and black mastic (ranging 2-5% asbestos content), pipe insulation with elbow joints (10-20% asbestos), radiator gaskets and heat shields (60% asbestos), and yellow adhesive on fiberglass insulation (3% asbestos). Estimated quantities include approximately 5,850 square feet of floor tile/mastic across four building sections, 34-40 radiator heat-shield units measuring approximately 10' x 6" each, 1,500-2,000 linear feet of pipe insulation runs, and less than 50 square feet of yellow adhesive. The report emphasizes OSHA worker protection requirements for any disturbance activities and requires all RACM be removed by licensed abatement contractors and disposed in permitted landfills. Inspectors held current Georgia environmental certifications as Combined Inspector Risk Assessors and the firm maintained active lead firm licensure.

President
Southeast Lead Consultants, Inc.
Project: Carl Vinson – Building 9 – 1st Floor
LEAD-BASED PAINT
Scope of Work
SLC’s scope of work included identification and testing of representative painted or coated components within the project site to determine the possible presence of lead-based paint films:
• SLC coordinated a visit to the Project Site with Kendall Gill, Healthcare Engineer. A
SLC lead inspector, certified and licensed by the Georgia Environmental Protection
Division’s (EPD) Asbestos and Lead-Based Paint program performed the testing and report preparation activities.
• Testing of suspect surfaces and components was performed using an SciAps X-550 X-
Ray fluorescence (XRF) lead paint analyzer, serial # 872.
• At the completion of the field activities and testing, SLC reviewed the XRF results and identified the surfaces or components where detectable concentrations of lead were identified, if any, and prepared this report to introduce the findings.
Inspection and XRF Testing Program
Mr. Jeremy Weir performed the sampling and testing program and operated the XRF. Mr.
Weir holds EPA and state of Georgia EPD licensure as a lead inspector and lead risk assessor, license number 50 CMB 112310040. SLC is certified by the state of Georgia as a lead firm, license number 120224329268. In addition, Mr. Weir has been trained in the use, calibration, and maintenance of XRF equipment along with necessary training on the principles of radiation safety.
Calibration of the SciAps lead paint analyzer was performed in accordance with the
Performance Characteristic Sheet (PCS) (attached as appendix F) assigned to the instrument. XRF instruments are calibrated using a calibration standard block of a known lead content. Three calibration readings are obtained before and after each testing session to ensure that the instruments are functioning in accordance with the manufacturer’s standards. When an inspection requires greater than four hours for completion, an additional set of three calibration readings are taken before the end of the four-hour period.
In addition, three calibration readings are collected at the end of the actual inspection.
Should the instrument not maintain a consistent calibration reading within the manufacturer’s specifications when calibrated using the calibration block, the manufacturer’s recommendations are used to bring the instrument into calibration. In the event that the instrument cannot be brought back into calibration, the XRF is taken off-site and sent back to the manufacturer for repair and/or re-calibration.
XRF Results
On February 29, 2024, SLC performed a total of one hundred sixty-two (162) XRF assays of representative painted surfaces and performed six (6) instrument calibrations. Thirty
(30) of the XRF assays identified a lead concentration above the state and federal regulatory limit of 1.0 mg/cm2 lead by XRF. Results of XRF assays and specific information related to each XRF assay are attached (see appendix D for attached XRF). Identified positive components:
- Metal Window Sills/Casings
- Wood Door Frames (primarily found in section 4 of attached floor diagram)
- Metal Chase Door
- Wood Baseboards
- Metal Vent Covers
- Walls in Room 107

Conclusion/ Data Evaluation
United States Department of Housing and Urban Development (HUD) and the Georgia
Department of Natural Resources, Environmental Protection Division, Lead Paint and
Asbestos Program, define lead-based paint, varnish, shellac, or other coating that contains lead equal to or greater than 1.0 mg/cm2 as measured by XRF or laboratory analysis, or
0.5 percent by weight (5000 mg/g, 5000 ppm, or 5000 mg/kg) as measured by laboratory analysis. Detectable concentrations of lead were identified at the Project Site.
OSHA worker protection regulations do not establish a “threshold” concentration for lead in paint film. Detectable concentrations of lead in paint film that will be disturbed by construction or demolition activities trigger the OSHA worker protection requirements, including, but not limited to, proper work practices and personal protective equipment
(PPE).
Unless performed by properly trained and protected workers, OSHA 29 CFR 1926.62 will require proper work practices, worker protection, and exposure assessment monitoring during demolition, renovation, alterations, or other activities that will disturb lead paint film. Negative exposure assessment (NEA) monitoring during demolition and the calculation of an 8-Hour Time Weighted Average (TWA) exposure to airborne lead dust is warranted to determine possible worker exposures.
Whenever respiratory protection is worn by employees, the employer must comply with the OSHA standard 1926.62(f) and have a written respiratory protection program in accordance with 29 CFR 1910.134 (b), (d), (e) and (f). Appropriate engineering controls will be required to prevent contamination of previously uncontaminated areas.
OSHA is aware that in many instances in the construction industry the exposure assessment required under this interim standard will not be completed until after lead operations have begun or even ended. The need for interim protective measures, including provision of respirators, protective clothing and equipment, hygiene facilities, training, and biological monitoring, is presumed for three groups of lead-related tasks/operations (high exposure or "trigger tasks"). [(d)(5)]
The list of high exposure lead-related tasks/operations that have been developed by OSHA are based on available exposure data provided by a firm contracted to perform an assessment of lead exposure levels encountered in the construction industry, and on recommendations of both the Society for Occupational and Environmental Health (SOEH) and the Lead Workgroup of the Department of Labor Advisory Committee on Construction
Safety and Health (ACCSH). The tasks are grouped by the presumed degree of overexposure to lead and, therefore, are differentiated by the type of respirator to be provided. One group of tasks/operations presumes employee exposures above the PEL, but not so high as to require the employer to provide the employee with more than the least protective, allowable respirator (e.g., a respirator with a protection factor of 10). [(d)(2)(i)]
The second task group presumes employee exposure above 500 ug/m(3) and requires the employer to provide the employee with a respirator with a protection factor of at least 25.
[(d)(2)(iii)] The third task group presumes very high exposures to lead (in excess of 2500 ug/m(3)) and, therefore, requires the employer to provide the employee with a respirator permitted by the standard for use during that exposure condition (e.g., a respirator with a protection factor above 50). [(d)(2)(iv)]
An ongoing OSHA employer’s worker protection program should be in place including, at the minimum, the following elements for employees exposed to lead:
Activity OSHA CFR Reference
- Hazard determination 1926.62(a)
- Permissible Exposure Level 1926.62(c)
- Exposure assessment 1926.62(d)
- Engineering and work practice controls 1926.62(e)
- Respiratory protection 1926.62(f)
- Protective clothing and equipment 1926.62(g),
- Housekeeping 1926.62(h)
- Hygiene facilities and practices 1926.62(i)

In the event that future plans for the components where lead-based paint was identified are scheduled for demolition or removal, those activities will generate a solid waste stream requiring proper disposal. Prior to waste transport and disposal, a composite sample of the solid waste stream should be collected and tested using the Toxicity Characteristic
Leachate Procedure (TCLP) to determine whether the waste will require disposal as hazardous or non-hazardous solid waste.

Project Narrative
In advance of the asbestos inspection, SLC was provided a reevaluation report dated
1/2/2015 titled 2014 Asbestos Reinspection (Reinspection) performed by USFIN
Development, LLC. SLC performed confirmatory sampling of identified asbestos from the
Reinspection. In addition, SLC sampled areas which were not sampled or did not identify asbestos containing material (ACM) during the reinspection. The revised findings are provided below.
Inspector
SLC’s asbestos inspector Jeremy Weir and Robert Heavey performed the visual evaluation and bulk sampling. Mr. Weir is accredited as an Asbestos in Buildings Inspector pursuant to Environmental Protection Agency’s (EPA) Asbestos Hazard Emergency Response Act
(AHERA) certificate number 193681, expiration is November 7, 2024. Mr. Heavey is accredited as an Asbestos in Buildings Inspector pursuant to Environmental Protection
Agency’s (EPA) Asbestos Hazard Emergency Response Act (AHERA) certificate number
19707, expiration is December 12, 2024.
Asbestos Methodology
Asbestos is a collective term given to a group of six commercial fibrous silicate minerals:
chrysotile (a serpentine mineral), crocidolite, amosite, anthophyllite, tremolite, and actinolite (amphiboles). In addition to their inherent noncombustible property, asbestos products make excellent thermal insulators, are effective at condensate control, and are resistant to corrosive chemicals. To date over 3,600 asbestos-containing commercial and consumer products have been identified. Some of the high-tonnage asbestos production is in flooring products, asbestos cement pipes, roofing products, friction products, asbestos cement sheets, packing and gaskets, insulation, paper products, textiles, etc.
This asbestos inspection consisted of three basic procedures: 1) conducting a visual inspection of the building; 2) determination of the required number of samples by identifying homogeneous areas of suspect asbestos-containing materials (ACMs); and 3) collection of samples of the accessible, friable, and non-friable suspect ACMs.
The buildings were visually inspected by the certified inspectors for the presence of suspect
ACBMs in general accordance with modified Asbestos Hazard Emergency Response Act
(AHERA) guidelines. These guidelines comply with sampling requirements found in 29 CFR
1926.1101.
The extent of each suspect asbestos-containing material or ACM was identified as a homogenous area (HA). The guidelines specify the minimum number of samples to be collected from each HA of suspect ACM. An HA is defined as one or more areas of suspect
ACM that are similar in appearance and texture and that have the same installation date and function. Each suspect material observed was further classified into one of three categories, which have specific sampling requirements for each category.
• Surfacing Material: This category of suspect ACM includes sprayed or toweled on material including textured ceilings, sprayed on insulation/fire proofing and exterior stucco.
• Thermal System Insulation (TSI): Representative materials in this category include heating/cooling system components, ducting, and pipe (steam pipe, hot water pipe) insulation.
• Miscellaneous Material: This category of suspect ACM includes all material not previously classified and includes decorative ACMs (flooring and ceiling panels) and roofing components.
Representative bulk samples of suspect materials observed were collected. Collection of representative samples of suspect ACM generally followed the protocol for the ACM sampling activities identified in the AHERA guidance. Some deviation from AHERA sampling was used; however, random sample distribution was conducted where possible.
Analysis for asbestos content was conducted using polarized light microscopy (PLM).
Eurofins in Atlanta, Georgia conducted all asbestos analyses.
Asbestos Analysis
Analysis of bulk samples for asbestos content was performed by Polarized Light
Microscopy (PLM) according to the EPA Interim Method of Asbestos in Bulk Insulation
Samples as defined in 40 CFR 763, Appendix B to Subpart F.
Materials that contain greater than one percent (>1%) asbestos are considered ACM by the
EPA. If the analytical results indicate that none of the samples collected per homogeneous area contain asbestos, then the suspect ACM represented by that HA would be considered non-ACM. However, if the analytical results of one or more of the samples collected per
HA indicate that asbestos is present in quantities of greater than one percent, then all the suspect ACM in that HA is considered ACM, regardless of any other analytical results.
Asbestos Findings
On February 24, 2024, a total of forty (40) samples were collected. Each sample may contain multiple layers of building material. Layers are identified by the laboratory when analyzing the bulk samples. The following suspect materials were found to have ACM from the project site. (Analytical results located in appendix C):

Conclusion
The GEPD considers all building materials with asbestos content in excess of 1% to be
Regulated Asbestos Containing Material (RACM). All RACM potentially impacted by the proposed demolition should be removed and disposed of by a licensed asbestos abatement contractor. Furthermore, all removed RACM should be disposed in a landfill permitted to accept asbestos containing materials.
The Georgia Environmental Protection Division’s (EPD’s) Solid Waste Management
Program requires that all ACMs (both friable and non-friable) must be deposited in a permitted landfill. This disposal as ACM waste may increase demolition costs.
Limitations
Southeast Lead Consultants, Inc. has made a reasonable effort to perform limited sampling and testing for asbestos-containing materials and lead-based paint testing in substantial conformance with applicable EPA and Georgia EPD guidance documents and regulations for the performance of asbestos surveys and in accordance with the requested Scope of
Work. This report should not be understood to be a HUD-compliant lead-based paint inspection of the project site. Conclusions presented in this report are based on our field observations and on the laboratory results obtained from a qualified analytical sub-contractor. Southeast Lead Consultants Inc 's report has been prepared on behalf of Spees
Build Design. Southeast Lead Consultants Inc 's scope of services performed in the execution of the limited lead-based paint and asbestos sampling program may not be appropriate to satisfy the needs of other users.
Inaccessible asbestos-containing materials may exist in areas where full demolition is warranted for access. In the event that previously inaccessible suspect asbestos-containing materials are encountered during renovation or demolition activities, work activities must be suspended and additional bulk samples of suspect materials should be collected for testing.
Results of any subsequent bulk samples that contain detectable concentrations of asbestos fibers should be included in an updated report and adjustments made to the Scope of Work.
Revisions to project notifications may also be warranted.
