About this opportunity

The Department of Veterans Affairs' Veterans Health Administration, through Program Contracting Activity Central, seeks sealed bids for a single firm-fixed-price, design-bid-build construction contract for the EHRM Training and Administrative Space Construction project, with bids due December 2, 2026. The procurement is a Service-Disabled Veteran-Owned Small Business set-aside, and offerors must be SBA-certified SDVOSBs listed in the SBA certification database at both bid submission and award. The Department of Veterans Affairs Technology Acquisition Center Austin is the listed agency office.

Work is performed on the first floor of Building 2 at the St. Louis VA Health Care System John Cochran campus, 915 North Grand Boulevard, St. Louis, Missouri 63106. Scope covers Phases 2, 3, and 4 of the drawings, with Phase 1 excluded because it was completed under a separate contract. Phases include about 5,330 square feet of North and South training rooms, a 130-square-foot breakroom, a 1,400-square-foot corridor, two offices, and a data closet with an added server rack and mini-split HVAC replacement. All power and data drops must be wall-mounted per drawings EP101 and TN101, and floor-mounted outlets are not permitted. The contractor must support Infection Control Risk Assessment and Interim Life Safety Measures requirements while the medical center operates 24/7. Construction occurs primarily from 7:00 AM to 4:30 PM Monday through Friday, with approval required for other hours.

The project magnitude ranges from $250,000 to $500,000. Performance is 150 calendar days from receipt of the Notice to Proceed, with a 10-day notice to proceed requirement. The bid guarantee (SF 24) is 20 percent of the bid price or $3,000,000, whichever is less. Performance and payment bonds (SF 25 and 25A) at 100 percent of the contract price are required upon award. Prime contractors may not pay more than 85 percent of government-paid amounts on general construction to non-SDVOSB firms, and offerors must certify compliance with that limitation. Prevailing wage determination MO20260080, Modification 2 dated September 3, 2026, applies, along with Buy American requirements.

Award goes to the responsible bidder offering the lowest price. A site visit occurs November 6, 2026, at 1:00 PM Central, with entry through Building 16. Technical questions are due November 12, 2026, at 2:00 PM on the Tech Questions Tracker, and responses post by amendment. Bids are submitted electronically by email to Contract Specialist Amanda Webster and Contracting Officer Joseph Rossano, with bid opening on December 2, 2026, at 1:00 PM Eastern via Microsoft Teams.
