About this file

This is a Technical Questions and Responses Tracking Sheet for federal contract solicitation 36C77626R0031, EHRM Renov-Dublin, GA, issued by the Department of Veterans Affairs.

The document compiles 124 contractor questions received between February 4 and February 17, 2026, with government responses provided on March 20, 2026. Key contractual clarifications include: the project will be awarded as a Firm Fixed Price (FFP) contract with a 90-calendar-day price-hold period; the project is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) with bonding requirements subject to applicable federal clauses; and offerors must be certified in the SBA database. The project is not tax-exempt, and offerors bear responsibility for all applicable state and local taxes. Two on-site personnel are required: a GC/Project Superintendent (who may serve as CQC or SSHO but not all three roles) and a Site Safety and Health Officer, with all personnel requiring VA PIV cards. Regarding scope, the contract includes two project phases with no waiting period between them, asbestos and lead paint abatement per specifications, ICRA Class II requirements, and third-party firestopping inspection. Critical clarifications indicate that commissioning will be provided by the VA; Section 01 91 00 General Commissioning Requirements will be provided via amendment; remedial floor coating for moisture may be treated as an unforeseen condition; and as-built drawings are unavailable. The project involves renovation of a VA medical facility with 275 days total duration, including demolition, MEP modifications, finishes, fire suppression system redesign (delegated design), and various system installations with specific manufacturer requirements (Honeywell and Trane for HVAC DDC controls, Avigilon for CCTV, Tyco for access controls, Notifier for fire alarms).

TECHNICAL QUESTIONS AND SOLICITATION #: 36C77626R0031

RESPONSES TRACKING SHEET PROJECT TITLE: EHRM Renov-Dublin, GA.

# RECEIVED ANSWERED CONTRACTOR QUESTION VA RESPONSE

1 3/20/2026 Due to the instability in our current economy such as price escalations, procurement issues, and vendors unable to reasonably hold prices for more than 30 days, please change the contract type to a fixed-price contract with economic price adjustment pursuant to FAR 16.203.

This will be awarded as a Firm Fixed Price (FFP) contract and all escalation should be factored in your FFP.

Additionally, FAR 52.216-4 “Economic Price Adjustment – Labor and Material” is not included in the solicitation and will not be added at this time.

2 3/20/2026 Due to the instability in our current economy such as price escalations, procurement issues, and vendors unable to reasonably hold prices for more than 30 days, please reduce the price-hold period to 30 days.

The VA standard concerning price-hold period is 90 calendar days.

3 3/20/2026 Will the government pay for materials stored per VAAR 852.232-70 and FAR 52.232-5? We have experienced PCAC Contracting Officers refusal to pay for materials stored on site during these periods of material shortages and the need to expedite procurement of materials when available to meet schedule obligations and prevent project delays. This is an important factor in preparing Price proposals.

In accordance with contract terms and conditions, Contractors should not submit an offer assuming the Government will approve monthly progress payments for material and/or equipment procured by the Contractor and stored on the construction site, as space is available, or at a local approved location off the site. Payment for stored materials and/or equipment is at the Contracting Officer’s discretion and will be handled on a case-by-case basis during contract performance and under such terms and conditions applicable under the contract.

4 3/20/2026 Please confirm that any designers or consultants who provided professional services for the construction documents, including reports, are precluded from pursuing this project as a Prime contractor, Mentor-Protégé partner, or subcontractor.

Members of the design team for this project are not permitted to be part of the construction team.

5 3/20/2026 Please confirm that this project is a competitive SDVOSB set-aside and that any bonding provided by a contractor must be through a SDVOSB or SBA/VA APPROVED Mentor-Protégé partnership under the SBA/VA Mentor- Protégé program in which the partnership has been approved prior to the due date.

This project is set aside for SDVOSBs. The bonding requirements must be met for this project per the applicable clauses, provisions, and instructions to offerors. If a JV under the SBA’s Mentor-Protégé Program, JV must be approved prior to offer submission.

6 3/20/2026 Please confirm that a large business not part of an SBA/VA APPROVED Mentor-Protégé team under the VA Mentor- Protégé program cannot provide a bid guarantee or a payment & performance bond for a SDVOSB.

The bonding requirements must be met for this project per the applicable clauses, provisions, and instructions to offerors. There are multiple ways to provide a bid guarantee. Please reference clauses in the 52.228 series within the solicitation.

7 3/20/2026 When visiting the link, I noticed the project was “set aside for Service-Disabled Veteran Owned Small Business” – does this mean that General Contractors cannot bid the project unless they meet that requirement?

Yes, this project is 100% set-aside for SDVOSBs. The prime contractor submitting the offer must be certified as such in the SBA’s database.

8 3/20/2026 Is this project tax exempt? If the project is sales tax exempt will the government/VA provide a sales tax exemption certificate?

No. See Special Note regarding FAR 52.229-3 Federal, State, and Local Taxes in the solicitation. It is solely the responsibility of the offeror to include all state and local sales or use taxes for construction materials, and all other applicable taxes, in their offer.

9 3/20/2026 Will the Government provide detailed written requirements for contractor badging? Please clarify the process for obtaining PIV badges, including required documentation, background checks, and estimated processing timeframes.

Regardless of affiliation, everyone working within VA facilities or requiring access to VA information systems requires a VA PIV Card. PIV badging requirements can be found at https://www.osp.va.gov/How_To_Get_A_VA_ID_Badge.asp Immediately after the bonds are provided to the Government, the contractor shall immediately start working with the identified COR at the site to commence the VA PIV process for all known contractor personnel that will be working the project. All contractors must have a PIV Card in order to work on site.

If the site has specific requirements, this will be communicated between the VA and the appropriate personnel after contract award.

I was breaking down the Specifications, and I noticed starting with page 3 in Division 09.06.00 the plans turn wide (landscape) but they are cut off as the pages are portrait.

This continues that page 7 in that specifications section.

It is in the file labeled S02-RFP Attachments 6- Specifcations part 2 of 5.pdf

Just an FYI so you can maybe send those landscape pages out as a separate attachment.

See Amendment 01 for revision.

17 2/11/2026 3/20/2026 Will existing sprinkler heads need to be turned up during time the ceiling is removed?

When the building is expected to have occupancy, modify existing sprinkler system within the limits of construction to comply with NFPA 13. provide temporary upright sprinkler heads to protect spaces where ceilings are removed for construction until the new ceiling is installed and new drops to new pendent sprinklers are installed. Temporary sprinklers are not required if new or existing ceiling is in place at the end of the work shift. provide temporary sprinklers as required to provide continuous coverage of all areas with construction of construction barrier walls.

When the building is not expected to be occupied, temporary upright sprinklers need not be installed.

19 2/13/2026 3/20/2026 During the walk through, Plaster ceilings were observed above the areas of ACT. Will we be demoing those ceilings as well?

Incidental demolition of existing plaster ceilings may be part of contractor scope if it is necessary for completing work. If work can be completed without demolition of these elements, then they may be protected in place.
