About this opportunity
The Department of the Navy Naval Facilities Engineering Command seeks design-build construction services for the F-35 Aircraft Sustainment Center (255,461 SF) and Composite Repair Facility (105,755 SF) at Marine Corps Air Station Cherry Point, North Carolina, with proposals due June 22, 2026. Two offerors—ECC Atlantic Construction and Walsh Federal—have been pre-qualified for Segment II (construction services), foreclosing competition outside that pool.
The procurement involves two major facilities on a single site. The Sustainment Center is a depot-level hangar supporting 20 F-35 aircraft with four paint booths, administrative space, aircraft modification and tool shops, and a secure area meeting ICD705 standards; the main structure uses precast concrete panels with pile-supported foundation, slab on grade, and cross-laminated timber roof deck. The Composite Repair Facility consolidates advanced composites and rotor blade repair operations, with separate sections for composite manufacturing and rotor blade repair, including disassembly areas, bonding rooms, clean rooms, classrooms, and engineering/laboratory space. Site development includes utility infrastructure serving Hancock Village, taxiway construction with bridge, and aircraft parking apron. Work is performed at MCAS Cherry Point, NC.
The base contract (CLIN 0001–0002) covers complete construction to the five-foot line for both facilities, with unit-priced geotechnical work (10,000 cubic yards soil replacement per project) and foundation piling (108,000 linear feet). Firm fixed pricing is required. Optional line items include contaminated soil disposal (20,000 tons P-993; 30,000 tons P-995), dewatering effluent treatment (8,000,000 gallons P-993; 2,500,000 gallons P-995), paint booths, autoclaves, X-ray testing equipment, solar arrays, bridge cranes, and furniture/fixtures/equipment (FF&E) with government-estimated costs ranging from $26,770 to $26,000,000. Contractors may propose a Handling and Administration Rate not exceeding 5 percent on FF&E items. The Government may award CLINs 0004 and 0008 within 120 days and remaining options within 365 days of contract award without extending the 1,461-day completion deadline.
Project completion is 1,461 calendar days from award with a mandatory 15-day notice-to-proceed period. P-993 requires CMMC Level 2 (Self) certification; P-995 requires CMMC Level 1 (Self). A minimum 20 percent small business participation requirement applies to total contract value. Evaluation weights Management Approach & Schedule and Small Business Utilization equally with price. Prevailing wage rates apply per North Carolina Wage Determination NC20260018 (counties of Craven, Jones, Pamlico), effective May 18, 2026. Performance and payment bonds equal to 100 percent of contract price and a bid bond of 20 percent of total bid or $3 million (whichever is less) are required. Incremental funding totals $371,026,152: $188,346,971 upon execution, $77,872,564 in FY27, and $104,806,617 in FY28, with remaining balance in FY29.
NAICS 236220 (Commercial and Institutional Building Construction); PSC Y1BZ (Construction of Other Airfield Structures). Liquidated damages are $35,391.79 per calendar day of delay.
