About this file
This document is a Pre-Proposal Inquiry (PPI) Responses summary for federal construction projects P-993 and P-995 at Marine Corps Air Station Cherry Point, North Carolina. The projects involve constructing an F-35 Sustainment Center and associated facilities with multiple specialized components.
The document addresses 151 pre-proposal questions and government responses spanning architectural, mechanical, electrical, structural, and specialty equipment design clarifications. Key scope items include paint booth systems (with NFPA 33 compliance), composite autoclaves and ovens, aerospace X-ray testing equipment with radiation shielding, RF-shielded enclosures, building systems (HVAC, fire protection, plumbing, electrical), pile-supported bridge structures, and furnishings/equipment (FF&E). Notable clarifications address: Electronic Security System (ESS) infrastructure removal from CLINs 0007 and 0014; crane type specification for P-995 (pending response); X-ray equipment detector basis-of-design flexibility; autoclave airflow design intent prioritizing temperature uniformity; paint booth hazardous area classifications and ventilation requirements during sanding/wash modes; RF vault penetration routing discretion; and pile splicing allowance for lengths exceeding 55 feet. The proposal due date was extended to April 28, 2026 via Amendment 0002, which also provided revised pricing forms and removed conflicting CLIN specifications. Several responses remain pending, including crane type confirmation, regulatory compliance clarifications (21 CFR 1020.40), X-ray system training scope, door opening dimensions, inspection performance criteria, and small business participation target reduction from 40% to 20% due to CMMC Level 2 certification requirements. The document reflects coordination between NAVFAC, the contracting office, and proposers to resolve technical ambiguities prior to proposal submission.

3. PRE-PROPOSAL INQUIRY RESPONSES:
Question
Reference Question Government Response
Page Section Paragraph
1 12 00 21 00
As we prepare our proposal, we are experiencing a challenge related to the timing of subcontractor and vendor quotations. Many subcontractors and vendors do not release final pricing until one to two hours before our proposal is due. This significantly affects our ability to finalize our price volume, as we cannot determine which subcontractors or vendors will ultimately be included in our final pricing until just before submission.
Because the RFP requires the Small
Business Subcontracting Plan (SBSP) to be submitted with the Price
Proposal volume, contractors must either (1) base the SBSP on preliminary assumptions made several hours in advance of submission, or (2) submit the SBSP at a later time on bid day, once subcontractor and vendor selections are confirmed. To ensure full compliance, while providing the most accurate information possible, we respectfully request your guidance and preference: Submit our SBSP based on assumptions made prior to receiving final subcontractor and vendor pricing OR submit an accurate
SBSP by 5:00p EDT on bid day, once all pricing and selections are finalized.
Propose per RFP

PPIs are currently due on 7 April
(within 14 calendar days prior to the solicitation closing date). Allowing for one week for NAVFAC to provide PPI responses, and one week for contractors to incorporate any changes with subcontractors, we request a one-week extension of the proposal due date from 21 April 2026 to 28 April
2026 at 2:00p EDT.

5 P-993 Sheet S-
The CLT roof to steel connection uses a CLT "nailer" per (sheet S-540). Can a glulam nailer be provided in lieu of the 12" wide CLT nailer? A glulam nailer is much easier to fabricate - and has less exposed wood end grain. The glulam nailer would be a 3.5"x12" glulam laid flat.
This can be considered during the CA phase and will require additional time to investigate the impact. Prior to further investigation, please confirm that a 3.5" glulam will be adequate to accommodate roof slope, please see Note 2 in each of the associated details on S-540.

manufacturer warranty limitations
Additionally, if full compliance is not feasible, confirm whether the
Contractor may:
-Propose standard manufacturer warranties for these components, and/or
-Provide recommended spare parts
(e.g., x-ray source, detector) as an optional line item to support long-term operability in lieu of extended warranty coverage
Basis of Concern / Impact:
The specified 5-year warranty exceeds typical industry standards for key system components and may:
-Limit availability of compliant equipment vendors
-Introduce sole-source or non-competitive procurement conditions
-Result in significant cost premiums or infeasible requirements

Item 8
Section 45 52 20 ¶3.4, Item 8: "X-ray characteristics: Mark X system with
MXR 160-HP11 having 0.4 to 1.0 focal spots at 800 to 1,800W, 160 kV source, cooler and controller
A Mark X system is referenced. Does this refer to a device that physically places a fiduciary mark on the blade so that it is easy to identify the place on the blade which must be reworked or repaired?
Yes, the Mark X system is a feature that allows the system to mark the blade where the damage is and later the operator can go and examine the blade further.

Item 4,9,10
Please provide the required inspection throughput / cycle time per blade.
PENDING RESPONSE
20 P995, 4 45 52 00
3.4 XTE-1
Item 4-5
Please clarify the required degrees of freedom for the blade manipulator and scan system. As it currently reads, this specification could be satisfied with a total of three axes. Specifically, one axis to:
1) Move the source and detector along the length of the blade
2) Move the source and detector along the height of the blade
3) Rotate the blade
In practice, many more axes are typically provided to achieve the intended inspection coverage.
Also, is there a preference or requirement to have the gantry mounted source and detector manipulator mounted to the floor or ceiling? We interpret this as floor-mounted because it would interfere with the 2-ton internal bridge crane

Items
1,7,10
Please confirm the intended computer hardware requirement. CH-1 identifies a Dell Mobile Precision 7865 tower workstation, but also calls for wireless capability and provision of a MAC address for a laptop 60 days prior to delivery.
a.) Please clarify whether the basis of design is a tower workstation, a laptop, or either.
Additionally, the way the computer is specified (e.g., Threadripper PRO, RTX 5000 Ada,), it seems intended for
CT reconstruction, AI / automatic defect recognition software, or very heavy image stitching / batch processsing.
b.) Is this a strict owner requirement or IT / cybersecurity standard? Or for anticipated future use such as advanced imaged processing?
4 tower workstation is intended. 3.4, CH-1 has been amended to delete requirements 7 and 10.
22 P995, 3 41 34 23 1.3
Specification Section 41 34 23, Paragraph 1.3 requires the Paint Booth
Contractor (PBC) to perform a Hazard
Evaluation and Analysis in accordance with ANSI Z9.7, 29 CFR 1910.107, and NFPA 33, as well as a Dust
Hazard Analysis (DHA) in accordance with NFPA 652, Chapter 7.
However, the specification does not appear to provide sufficient Basis of
Design information necessary to perform these analyses. Specifically, the following information is not defined:
-Identification of processes that generate airborne particulates (e.g., sanding, grinding, composite repair, etc.)
-Characterization of particulate matter
(metallic, composite, organic, etc.)
-Material properties required for
DHA, including but not limited to Kst, Pmax, MEC, particle size distribution, 1 - Answered by Government in Specification. The specification explicitly defines
"Sanding Mode," "Spray
Mode," and "Brush/Roll
Painting Mode" as required operational modes (Section
1.7.3). These are the core processes the system must be designed to handle.
2 - Responsibility of the
Contractor. The specification provides a detailed list of all metals, composites, coatings, and adhesives to be used
(Section 1.3). It is standard practice for the expert contractor to be responsible for obtaining the Safety Data
Sheets (SDS) for these specified materials to conduct their analysis.
3 - Responsibility of the
Contractor. The Government and combustibility classification
-Safety Data Sheets (SDS) or emission data for coatings, adhesives, and associated materials listed in
Paragraph 1.3
-Expected concentrations, generation rates, or operational scenarios for both particulates and vapors
-Confirmation whether combustible dust conditions are anticipated within the paint booth
As these inputs are required to determine compliance with NFPA 652, NFPA 33, and ANSI Z9.7—including evaluation of recirculation permissibility, explosion protection requirements, and ventilation system design—the Contractor is unable to fully develop the required analyses or accurately size and price the system.
Request:
Please provide clarification and/or supplemental information regarding the Basis of Design for the required
Hazard Evaluation and Dust Hazard
Analysis, including:
1. Identification of all dust- and vapor-generating processes to be performed within the booth
2. SDS documentation for all coatings, solvents, adhesives, and materials listed in the specification
3. Characterization of expected particulate types and whether combustible dust is anticipated
4. Any available existing Hazard
Evaluations, Dust Hazard Analyses, or environmental/air permitting studies
5. Confirmation whether exhaust air recirculation is intended to be permitted as part of the design
Alternatively, confirm that the
Contractor may base the Hazard
Evaluation and Dust Hazard Analysis on reasonable industry-standard assumptions, and that any impacts resulting from actual material properties or regulatory requirements will be addressed as a contract modification.
has characterized the particulate types by listing the materials (e.g., Nickel, Titanium, Carbon Fiber) in
Section 1.3. The core task of the DHA, which the contractor must perform per NFPA 652, is to analyze these materials to determine if they are combustible and what their properties are. The
Government does not need to pre-determine this; they are paying the expert contractor to make that determination.
4 - Answered by Government in Specification. The specification does not reference any existing studies.
Instead, it explicitly requires the PBC to "perform a Hazard
Evaluation and Analysis" and submit a report for approval
*before* developing their design (Section 1.3 & 1.8.b).
This makes it clear that a new analysis is a required deliverable of the contract.
5 - Answered by Government in Specification. The specification confirms that recirculation is a key design requirement. It specifies "80%
Recirculation" for both Spray and Brush/Roll modes
(Section 1.7.3) and outlines the NFPA 33 requirements that must be met for this to be permissible (Section 1.7.4.d).

If the spaces do not meet the independent third party testing, it will be investigated to determine why it does not conform to the required results and the Contractor will be required to repair areas that do be provided for information only. As discussed in IEEE 299, the testing standard is built around six-sided, continuously welded steel enclosures, bolted together panel enclosures, etc.
When trying to use metal sheets with aluminum foil taping, cut and applied on a construction site, around obstacles, openings, etc., it doesn’t yield the same level of shielding results as a prefabricated, continuously welded, six-sided box.
