About this opportunity
The Department of the Navy Naval Facilities Engineering Command has issued a Special Notice regarding the proposed Design-Bid-Build (DBB) construction contract P993/995 for the F-35 Aircraft Maintenance Sustainment Center and Composite Repair Facility at Marine Corps Air Station (MCAS) Cherry Point, North Carolina. This Special Notice announces the use of brand name or equal item descriptions in accordance with Section 888(a) of the National Defense Authorization Act (NDAA) for Fiscal Year 2017 and implementing regulations under the Defense Acquisition Regulation Supplement (DFARS). The notice was posted on January 5, 2026, and provides advance notification to potential contractors of the specifications and approved manufacturers for items that will be included in the upcoming solicitation. This is not a request for proposal but rather a preliminary notification to establish transparency regarding the design standards and approved brands that will be referenced in the solicitation.
The purpose of this Special Notice is to inform the contractor community about approximately 119 brand name or equal items specified across all design disciplines for the two-facility project, with detailed specifications provided in the attached Justification and Approval (J&A) forms. While specific brand names are identified as the basis of design (including manufacturers such as Wilsonart, Armstrong, Sherwin Williams, and others), contractors will be permitted to substitute equivalent products from other manufacturers provided they meet or exceed the specified standards of quality, characteristics, and performance requirements. The deadline for questions, comments, or additional information is January 20, 2026, at 12:00 PM EST, with all inquiries directed to contract specialist Brittany Cristelli. No specific set-asides have been designated for this procurement, meaning all eligible contractors meeting the standard federal contracting requirements may participate. The project encompasses comprehensive interior finishes and specifications for both the F-35 Sustainment Center and Composite Repair Facility, as detailed in the government's specification documents provided in the notice.
