About this file
This document is a Pre-Proposal Inquiry (PPI) Responses summary for a federal construction contract opportunity involving two projects: P-993 F-35 Sustainment Center and P-995 Composite Repair Facility, with an anticipated total contract value exceeding $500,000,000.
The document addresses 197 pre-proposal questions submitted by potential contractors regarding technical specifications, design requirements, and contract administration. Key substantive responses clarify equipment specifications including composite curing ovens (maximum operating temperature of 500°F, normal operating temperature of 250°F, 8-foot wide by 38-foot long by 6-foot high work chamber), monorail hoist systems (revised from 161 feet to 419 feet nominal length), and vacuum systems (requiring 304 stainless steel piping with CF fittings). The responses also address delegated design responsibilities, confirming that contractors must develop systems consistent with performance requirements and that modifications beyond contract documents will be treated as changes. Critical administrative issues include CMMC Level 2 certification requirements for P-993 (which contains controlled unclassified information), small business participation targets, firestopping contractor qualifications, building commissioning scope divisions between government-hired independent firms and contractor responsibilities, and document access restrictions. Multiple responses remain pending at the time of this document's publication, indicating ongoing clarifications. The responses reference multiple specification sections (ranging from Division 01 through Division 45), numerous drawing references, and various contract line items (CLINs) across both project scopes.

The RFP for the P-993 F-35
Sustainment Center requires all contractors performing work on the project to hold CMMC Level 2 (Self).
Currently, the vast majority of local and regional subcontractors, equipment suppliers, vendors and service providers – particularly those that qualify as SB - do not possess this certification, and estimates indicate it will take most companies 6–18 months to obtain it, with costs ranging from tens of thousands to hundreds of thousands of dollars per vendor. This requirement is especially burdensome on the local small-business community, many of whom do not have the resources necessary to pursue certification. As a result, the mandate is severely hindering the project’s ability to meet the Government’s 40% small-business participation target.
Can the Government reduce the small-business participation target for this Opportunity from 40% to 20%?

Paragraph 1.4.2 indicates that composite curing ovens are to be provided with vertical lift doors that are pneumatically operated. However, Paragraph 2.1.2 describes the ovens as having swinging doors with viewing windows.
Please clarify the required door configuration for the composite curing ovens (CO-1), specifically whether the intent is for vertical lift doors or swinging doors and confirm if

viewing windows are required regardless of door type.
The documents provided do not appear to have analytical data for the water and soil conditions at either the
P-995 or P-993 sites in terms of contamination. is their analytical data that shows the actual constituents of concern and their concentration levels? type of contamination concentrations will affect what landfills the material can be disposed of and impact the analytical tests that will need to be performed.

1.4.2 &
2.1.2 & 3.8
Paragraph 1.4.2 indicates composite curing ovens with a maximum operating temperature of 500°F, while
Paragraph 2.1.2 references a 350°F normal operating temperature and associated temperature uniformity requirements. Additionally, Paragraph
3.8 (CO-1) identifies the oven work chamber dimensions as approximately
8 feet wide × 38 feet long × 6 feet high.
Based on the requirement to provide three thermocouple ports per linear foot and one vacuum port per linear foot of interior working space length, it is interpreted that the CO-1 oven would require approximately 38 vacuum ports and 114 thermocouple ports.
Please confirm the following for the composite curing oven (CO-1):
1.The required work chamber dimensions
2.The governing maximum and normal operating temperatures, and applicable temperature uniformity requirements
3.The required quantity of vacuum ports and thermocouple ports, or confirm that the calculated quantities above are correct
1. AMS 2750F Qualified Work
Chamber dimensions confirmed as listed in the specification (8'-0"" wide x
38'-0"" long x 6'-0"" high).
Clarification: Overall
Chamber Dimensions are given as 10'-0"" wide x 40'-0"" long x 8'-0"" high.
2. Maximum operating temperature of 500 degrees F confirmed. Normal operating temperature of 250 degrees F confirmed. Provide temperature uniformity of +/-
10 degrees F.

On page 15 of the solicitation it states
“The minimum required small business participation (i.e. work to be performed by small business as the prime contractor and/or work to be performed by small business subcontractors) is 20%. Offerors who are not able to meet the minimum total small business participation
PENDING RESPONSE
requirement of 20% (of the total contract value) shall provide a detailed explanation why the minimum total small business participation requirement cannot be achieved.
The current CMMC Level 2 requirements for all subcontractor involvement create a barrier for the majority of local small businesses, as they have not previously encountered this requirement and do not have this certification. To obtain CMMC Level
2 certification takes approximately 8 months minimum and can be cost-prohibitive for many local small businesses, thereby eliminating them from consideration for subcontracting opportunities on this contract.
On page 11 of the solicitation the anticipated magnitude of construction for this project is identified as “over
$500,000,000”. Considering that the majority of the scope of work is dedicated to P-993, which requires the
CMMC Level 2 certification, the P-
995 facility, which does not require the CMMC Level 2 certification, would need to carry the small business participation. The P-995 facility is significantly smaller in dollar value and will not be able to carry the small business participation requirement to allow Prime contractors to meet the
20% goal. Please revise the small business target goal to a more realistic
10%.

PENDING RESPONSE
P-995 does not have division 1 specifications. The understanding is that the P-993 Specifications will be used for both P-993 and P-995.
Currently only contractors who have
CMMC level 2 may have access to the division 1 specifications. Please release a version of the P-993 specifications that can be provided to our subcontractors and suppliers who will not have CMMC level 2.
The Specs for P993 and P995 include hydrostatic testing (33 40 00 / 2.4.1) and leakage testing (33 40 00 / 3.7.3.1 and 3.8.3.1). RCP suppliers will not provide pricing or guarantee that RCP pipe will comply with these specifications due to RCP being concrete material. Could the RCP testing requirements be removed from the Specs?
The specified test is performed at the plant or independent laboratory. Suppliers of the watertight connectors should be able to supply KTRs with results of their tests which conform to ASTM standards for watertight joints. The requirement remains in the specification. Propose as specified.
The Specs for P995 require storm manholes and inlets to have booted connections (33 40 00 / 3.5.1). Precast suppliers will not quote this project with booted inlet connections for storm structures. Could the booted inlet connections be removed from the
Specs?
There are products available which will meet the criteria set forth in the specification. The flexible, watertight connector conforming to ASTM C923 requirement remains in the specification. Propose as specified.
Will the Compiled Geotechnical
Report be provided to contractors?
This is required to help delegated designs like the Water Tower
Foundation.

The Specs for P993 (33 40 00 /
2.1.1.1) call out RCP pipe to be Class
III and Class V. The Grading &
Drainage plan sheets have Keynote #1
(RCP Culvert, Class V) pointing to certain RCP runs. The Grading &
Drainage profiles specify Class V for pipes larger than 48", as well as the
15" crossing at the taxiway. The Storm
Drain Pipe Schedule shows Class V for RCP pipes larger than 42".
Keynote 1 is not identifying all pipes larger than 42" to be class V. Please confirm the pipe schedule will take precedence if the pipe class is not identified in the plan drawings. Please consider revising the plan drawings to align with the RCP pipe schedule.
Throughout the utility plan, keynotes, profiles, and schedules, stub-out/service sizes and their fittings do not correlate. Could we receive the correct sizes we should carry, or should we assume that, where discrepancies exist, the plan sheet keynotes take precedence? some examples:
The water service going to the yard hydrate for both the Pump Station & the Telecom Node BLDG the profiles are showing 2" service line on Sheet
CU232 and the telecom node BLDG
Keynote on sheet CU115 is calling it
3/4" and the pump station CU700 is pointing out for a 3/4" RPZ indicating this could be a 3/4" Service line as well. W31 & W32 on the Schedule is calling for a 6" x 2" Service Saddle as well. please confirm if 2" service line or 3/4" service line.
Is the Tapped Plug for where the 12"

For CLINS 0001C & 0002C it is calling out to replace the undercut material with Imported Structural Fill or NCDOT #57 crushed Stone.
NCDOT #57 crushed stone &
Imported Structural Fill are two different materials with different commodity pricing. #57 Crushed stone make me assume it will be for an undercut of a utility trench and
Imported structural fill makes me assume it would be for undercut for
(pavement or building pad) subgrade which as well would be two separate prices. Please confirm which material contractors should assume for pricing purposes or provide separate CLINS for the different materials.

receives an 8" slab reinforced w/ #4 bars at 1'-0" O.C. each way unless noted otherwise.
Therefore, the X-Ray foundation is provided as required for the equipment in the base bid.
The KTR is also responsible for coordination and provision of whatever is required for proper attachment / anchorage of the approved / provided X-
Ray booth, and must provide everything required for a proper and functional installation within the bid structure- no portion is reserved for a future change order.

General
The RFP includes multiple delegated design requirements.
Please confirm that the Contractor’s delegated design responsibility is limited to developing systems consistent with the performance requirements identified in the contract documents.
Further, if the delegated design process identifies additional system requirements, coordination items, or infrastructure upgrades (e.g., structural, electrical, mechanical, or architectural) beyond those indicated in the contract documents, please confirm that such impacts will be addressed as changes to the contract.

1.3.1.1, 1.6.1
Section ¶1.3.1.1 indicates an under running crane between two crane runways, while ¶1.6.1 identifies the crane system as a delegated design.
Based on the listed nominal spans, it is possible that the final delegated design may require additional crane runways
(i.e., more than two) to meet performance and structural requirements.
Please clarify whether:
•The Contractor is to base the proposal on two runways only, with any additional runways identified during delegated design treated as a change, or
•The Contractor is expected to include any required additional runways within the base bid as part of the delegated design responsibility
The number of crane runways directly impacts:
•Structural steel scope and building framing
•Coordination with building systems
•Equipment and installation costs
Confirm the basis of design for bidding (number of runways) and how any additional runways identified through delegated design are to be addressed contractually.
The condition shown in the drawing set with (2) runways located and detailed for each bridge has been designed to meet structural requirements for crane capacity, framing and equipment dead loading on the overhead structure, and attachment detailing. Bar joists and bowstring trusses are included in the KTR’s delegated design for roof framing, which must include consideration of proposed crane attachment locations and configuration. Per the current design, indicated crane runways are shown connected to specific joists with the SPX designation, indicating they must be specifically designed for the additional loading.
Final design of crane components is also a delegated design. KTR is responsible for the delegated engineering design by a registered professional engineer for both roof framing and crane components, including coordination between. KTR may propose variations (i.e., additional runways) from that shown as long as all specification requirements
(capacity, operation, coverage area, etc.) and structural requirements are met.
Variations implemented to the delegated crane design must be coordinated with the delegated design for roof framing, including any revised attachment detailing to overhead structure, additional framing if required, etc. Any revisions must also be coordinated with other building systems including lighting, mechanical, sprinkler, etc.
Delegated design for each must meet all requirements.
There is no planned contract modification for KTR directed variations in design.

Confirmed. CMMC Level 2 is for P993 which contains CUI.
Pages 51-

Because this Contract appears to be the first project in the region requiring
CMMC Level 2 (Self), the added burden is expected to increase vendor costs significantly and may extend the schedule as trade partners work through the certification process. This will present an extreme challenge for the SubK’s in the Region and will drive up overall pricing due to limited competition, or only large business
SubK’s and/or non-regional, or only far away SubK’s being able to work it.
To reduce these impacts, it is recommended that the Government and DOR identify which drawings and scope elements truly require CMMC
Level 2 (Self) and package them separately, allowing broader vendor participation on remaining work. As written, the requirement is expected to drive pricing above budgeted levels and may jeopardize the proposed
Period of Performance.
