About this file
This document is a Pre-Proposal Inquiry (PPI) Responses summary for federal contract opportunity P-993 F-35 Sustainment Center and P-995 Composite Repair Facility at a military installation. The file contains 348 numbered questions submitted by potential offerors and corresponding government responses addressing technical specifications, drawings, performance requirements, contract administration, and administrative procedures.
Key contract details include two major projects: P-993 (F-35 Aircraft Sustainment Center Hangar) with an anticipated construction value exceeding $500 million and a 1,461 calendar-day performance period, and P-995 (Composite Repair Facility), a smaller complementary project. The contract requires CMMC Level 2 (Self) certification for all contractors performing work on P-993, creating significant barriers for small businesses and regional subcontractors. A 20 percent minimum small business participation requirement is mandated for the total contract value. Multiple government responses remain pending (marked "PENDING RESPONSE") on critical issues including small business target reductions, CMMC labeling scope, Division 01 specifications applicability to P-995, delegated design responsibility boundaries, FF&E procurement timing, roof warranty requirements, construction sequencing, budget confirmation, and work schedule flexibility. Numerous responses confirm or clarify technical requirements across divisions including civil works (grading, drainage, earthwork), mechanical/plumbing systems, electrical distribution, architectural finishes, fire protection, paint booths, equipment cranes, and various sustainability features including photovoltaic arrays and water storage systems. The document reflects ongoing design coordination and specification refinements through multiple amendments addressing conflicts between drawings, specifications, and performance requirements across both facilities.

1. PRE-PROPOSAL INQUIRY RESPONSES:
Question
Reference Question Government Response
Page Section Paragraph
Solicitation
Page 13 of
The RFP for the P-993 F-35
Sustainment Center requires all contractors performing work on the project to hold CMMC Level 2 (Self).
Currently, the vast majority of local and regional subcontractors, equipment suppliers, vendors and service providers – particularly those that qualify as SB - do not possess this certification, and estimates indicate it will take most companies 6–18 months to obtain it, with costs ranging from tens of thousands to hundreds of thousands of dollars per vendor. This requirement is especially burdensome on the local small-business community, many of whom do not have the resources necessary to pursue certification. As a result, the mandate is severely hindering the project’s ability to meet the Government’s 40% small-business participation target.
Can the Government reduce the small-business participation target for this Opportunity from 40% to 20%?
PENDING RESPONSE
The documents provided do not appear to have analytical data for the water and soil conditions at either the
P-995 or P-993 sites in terms of contamination. is their analytical data that shows the actual constituents of concern and their concentration levels? type of contamination concentrations will affect what landfills the material can be disposed of and impact the analytical tests that will need to be performed.
Solicitation
, pages 11 and 15
On page 15 of the solicitation it states
“The minimum required small business participation (i.e. work to be performed by small business as the prime contractor and/or work to be performed by small business subcontractors) is 20%. Offerors who are not able to meet the minimum total small business participation requirement of 20% (of the total contract value) shall provide a detailed explanation why the minimum total small business participation requirement cannot be achieved.
The current CMMC Level 2 requirements for all subcontractor involvement create a barrier for the majority of local small businesses, as they have not previously encountered this requirement and do not have this certification. To obtain CMMC Level
2 certification takes approximately 8 months minimum and can be cost-prohibitive for many local small businesses, thereby eliminating them from consideration for subcontracting opportunities on this contract.
On page 11 of the solicitation the anticipated magnitude of construction for this project is identified as “over
$500,000,000”. Considering that the majority of the scope of work is dedicated to P-993, which requires the
CMMC Level 2 certification, the P-
995 facility, which does not require the CMMC Level 2 certification, would need to carry the small business participation. The P-995 facility is significantly smaller in dollar value and will not be able to carry the small business participation requirement to allow Prime contractors to meet the
20% goal. Please revise the small business target goal to a more realistic
10%.
Solicitation
, page 51
On page 51 of the solicitation, paragraph (d) CMMC unique identifiers, states "The Offeror shall provide, in the proposal, the CMMC unique identifier(s) (CMMC UIDs) issued by SPRS for each contractor information system that will process, store, or transmit FCI or CUI during performance of a contract, task order, or delivery order resulting from this solicitation." However, there are no instructions in the submission requirements for where to include this information. Please confirm where this information is to be provided - in our Price Proposal Volume or Non-
Price Proposal volume?
PENDING RESPONSE

Currently only contractors who have
CMMC level 2 may have access to the division 1 specifications. Please release a version of the P-993 specifications that can be provided to our subcontractors and suppliers who will not have CMMC level 2.
Will the Compiled Geotechnical
Report be provided to contractors?
This is required to help delegated designs like the Water Tower
Foundation.
Geotech report in its entirety will not be provided. Bid per boring information provided.

The Specs for P993 (33 40 00 /
2.1.1.1) call out RCP pipe to be Class
III and Class V. The Grading &
Drainage plan sheets have Keynote #1
(RCP Culvert, Class V) pointing to certain RCP runs. The Grading &
Drainage profiles specify Class V for pipes larger than 48", as well as the
15" crossing at the taxiway. The Storm
Drain Pipe Schedule shows Class V for RCP pipes larger than 42".
Keynote 1 is not identifying all pipes larger than 42" to be class V. Please confirm the pipe schedule will take precedence if the pipe class is not identified in the plan drawings. Please consider revising the plan drawings to align with the RCP pipe schedule.
The following runs of storm water pipe shall be Class V
RCP:
• 15” pipe connecting storm structure 74 to 75
• 15” pipe connecting storm structure 72 to 73
• 15” pipe connecting storm structure 96 to 97
• 15” pipe connecting storm structure 97 to 98
• 15” pipe connecting storm structure 98 to 99
• 15” pipe connecting storm structure 98 to 99
• 42” pipe connecting storm structure 23 to 23a
• 42” pipe connecting storm structure 28 to 30
• 42” pipe connecting storm structure 23 to 23a
• 42” pipe connecting storm structure 30 to 31
• 42” pipe connecting storm structure 31 to 32
• All 48” pipe
• All 43” H x 68” W elliptical pipe
Please note that Construction
Keynote 1 will be re-written to say “RCP CULVERT, CLASS
V WHERE NOTED ON
PLAN.” The keynote in the plan view will be directed to culvert pipes.
Throughout the utility plan, keynotes, profiles, and schedules, stub-out/service sizes and their fittings do not correlate. Could we receive the correct sizes we should carry, or should we assume that, where discrepancies exist, the plan sheet keynotes take precedence? some examples:
The water service going to the yard hydrate for both the Pump Station & the Telecom Node BLDG the profiles are showing 2" service line on Sheet
CU232 and the telecom node BLDG
Keynote on sheet CU115 is calling it
3/4" and the pump station CU700 is pointing out for a 3/4" RPZ indicating this could be a 3/4" Service line as well. W31 & W32 on the Schedule is calling for a 6" x 2" Service Saddle as well. please confirm if 2" service line or 3/4" service line.
Is the Tapped Plug for where the 12"
DIP Fire Main terminates 12"x2" with
2" Blowoff as shown on the profiles
CU240 & CU 242 or 12"x4" with 4"
Blowoff as shown in keynote 14 on sheet CU 116 & Keynote 4 on sheet
CU 117?
Plans to be reviewed and corrected via addendum. Plan sheet keynotes can be assumed to take precedence. Water service for yard hydrants is 2".
Blow-offs for 8" or less pipes are 2". Blow-offs for 10" or greater pipes are 4". Yes approximate quantities for fire and domestic water mains can be provided.
For CLINS 0001C & 0002C it is calling out to replace the undercut material with Imported Structural Fill or NCDOT #57 crushed Stone.
NCDOT #57 crushed stone &
Imported Structural Fill are two different materials with different commodity pricing. #57 Crushed stone make me assume it will be for an undercut of a utility trench and
Imported structural fill makes me assume it would be for undercut for
(pavement or building pad) subgrade which as well would be two separate prices. Please confirm which material contractors should assume for pricing purposes or provide separate CLINS for the different materials.

General
The RFP includes multiple delegated design requirements.
Please confirm that the Contractor’s delegated design responsibility is limited to developing systems consistent with the performance requirements identified in the contract documents.
Further, if the delegated design process identifies additional system requirements, coordination items, or infrastructure upgrades (e.g., structural, electrical, mechanical, or architectural) beyond those indicated in the contract documents, please confirm that such impacts will be addressed as changes to the contract.
Pages 51-
Solicitati on
Because this Contract appears to be the first project in the region requiring
CMMC Level 2 (Self), the added burden is expected to increase vendor costs significantly and may extend the schedule as trade partners work through the certification process. This will present an extreme challenge for the SubK’s in the Region and will drive up overall pricing due to limited competition, or only large business
SubK’s and/or non-regional, or only far away SubK’s being able to work it.
To reduce these impacts, it is recommended that the Government and DOR identify which drawings and scope elements truly require CMMC
Level 2 (Self) and package them separately, allowing broader vendor participation on remaining work. As written, the requirement is expected to drive pricing above budgeted levels and may jeopardize the proposed
Period of Performance.
