Class Justification and Approval (CJ&A) ML-25-03 Summary
This Class Justification and Approval document authorizes the Naval Facilities Engineering Systems Command, Mid-Atlantic (NAVFAC MIDLANT) to procure Johnson Controls International (JCI) Metasys product line equipment for Facility Related Control Systems (FRCS) on a non-competitive basis through May 14, 2030. The authorization permits the use of brand-name commercial equipment from JCI Metasys for building heating, ventilating, and air conditioning (HVAC) system Direct Digital Controllers (DDC) that interface with the existing Cherry Point Facility Related Control Systems (CPFRCS) installation at MCAS Cherry Point, North Carolina. The estimated total value for FY25–FY30 is redacted in the document. Programmable building controllers represent approximately a redacted percentage of total control installation costs and are authorized regardless of procurement method (contracted, in-house, base operating support, or materials supply chain contracting).
The justification relies on Title 10, U.S.C. Section 3204(a)(1), establishing that only one responsible source exists. NAVFAC MIDLANT conducted a rigorous business case analysis demonstrating that standardization on JCI Metasys equipment is necessary for cybersecurity, operational efficiency, cost avoidance, and compliance with Department of Defense Instruction 8500.01 and Navy Validation Group approval requirements. A Sources Sought announcement closed November 13, 2024, with three responses; only one competing manufacturer's alternative was proposed, but it failed to meet essential functional requirements including connectivity to existing installed systems. The CJ&A authorizes use of JCI Metasys software, Controller Configuration Tool, System Configuration Tool, Media Redundancy Protocol network switches, and Fiber SFP Transceivers for all projects requiring connection to CPFRCS, including new construction and renovation projects across multiple MILCON and special projects through 2030. MCAS Cherry Point will continue monitoring the controls industry for potential universal controller configurations and reassess competition feasibility as new solutions emerge.
