About this file
This document is a Pre-Proposal Inquiry Responses table that provides government clarifications on four questions submitted by potential contractors regarding projects P-995 and P-993.
Question 153 addresses the availability of analytical data for contamination at both sites. The government confirms that contamination includes petroleum, metals, SVOCs, and PFAS, with available documentation provided as an excerpt from the geotechnical report dated October 20, 2025. Questions 225 and 226 concern Land Use Control (LUC) plan requirements, with revised government responses clarifying that the project areas are outside Operable Unit 1 (OU1) and therefore LUC plans are not required. The government directs removal of specification section 01 57 19.0 – 1.1.1.1.5, which references LUC permitting requirements that no longer apply. Question 398 addresses thermal monitoring requirements for mass concrete under Specification Section 03 30 00, Paragraph 1.6.10. While acknowledging that certain placements may qualify as mass concrete, the government indicates that full thermal monitoring programs with embedded instrumentation are not typically required where thermal performance can be controlled through mix design and placement procedures. The government permits consideration of a modified, performance-based approach during the Contract Administration phase, contingent upon a signed and sealed pre-placement thermal analysis and mix design by a registered design professional. Contractors are directed to provide bids assuming continuous monitoring is required, with potential modifications available if the Engineer of Record deems them acceptable based on submitted thermal control strategies, pre-placement analysis, and limited field verification methods.

Page Section Paragraph
The documents provided do not appear to have analytical data for the water and soil conditions at either the
P-995 or P-993 sites in terms of contamination. is their analytical data that shows the actual constituents of concern and their concentration levels? type of contamination concentrations will affect what landfills the material can be disposed of and impact the analytical tests that will need to be performed.
Contamination at the site includes petroleum, metals, SVOCs, and PFAS. The available documentation is included as a excerpt from the geotechnical report prepared for the project dated 20
October 2025.
225 C-002
Will Land Use Control Plans be required for work with-in the projects
LOD? Existing studies appear to place the project adjacent to, or possibly w/in OU1.
REVISED RESPONSE:
Project are outside OU1 and
LUC plans are not required.
01 57 19.01
01 57 19.0 20 - 1.1.1.1.5 notes to refer to 01 14 for permitting requirements when excavating into a groundwater table in a Land Use Control (LUC) area. 01 14 00 does not reference LUC requirement Please confirm a LUC plan is not required, as this can take extensive approval time and impact schedule.
Please remove this reference if there is not Operable Unio or Land Use
Control Plan.
REVISED RESPONSE:
Delete section 01 57 19.0 –
1.1.1.1.5. LUC plans are not
required.
398 03 30 00 1.6.10
P-995 - Specification Section 03 30
00, Paragraph 1.6.10 requires a
Thermal Monitoring Control Plan for mass concrete, including embedded temperature sensors, data collection, and reporting.
We acknowledge that certain placements on this project may meet the specification definition of mass concrete. However, based on coordination with suppliers and review of similar NAVFAC and industry projects, full thermal monitoring programs (embedded instrumentation and continuous data logging) are not typically required where thermal performance can be reliably controlled through mix design and placement procedures.
This can be considered during the CA phase but will require a signed and sealed pre-placement thermal analysis and mix design by a registered design professional. Provide bids assuming that continuous monitoring is required.
We request approval of a modified, performance-based approach in lieu of full thermal monitoring, as outlined below:
1. Thermal Control via Mix Design and Placement Procedures
Utilize a concrete mix and placement methodology designed to limit heat of hydration and thermal gradients, including:
o Use of supplementary cementitious materials (e.g., slag, fly ash) o Reduced cement content / low heat mix design o Controlled placement temperature o Insulated curing methods
2. Pre-Placement Thermal Analysis
Submit calculations and/or modeling demonstrating that:
o Maximum internal temperature will remain below specified limits o Surface-to-core temperature differentials will be within allowable ranges
3. Elimination of Continuous
Monitoring
Based on the above, request that the requirement for embedded sensors and continuous temperature monitoring be waived.
4. Verification (If Required by EOR)
If deemed necessary, the Contractor can provide limited field verification
(e.g., surface temperature checks or spot measurements) rather than a full monitoring system.
