About this file

This document is a Pre-Proposal Inquiry Responses summary for a federal contract opportunity, detailing government clarifications and modifications to solicitation requirements across multiple technical and administrative areas.

The solicitation encompasses construction and equipment installation for an F-35 Sustainment Center, including structural work (bridge, piles, settlement monitoring), an X-ray testing facility with shielded vault and inspection equipment, and associated building systems. Key technical clarifications address: crane type specification (under-running bridge crane with contractor-furnished runway beams per detail A1/S-504); warranty duration revisions for the 45 52 00 specification (X-ray system components) with accommodations for standard manufacturer warranties where extended coverage is unavailable; correction of regulatory compliance reference from 21 CFR 1020.4 to 21 CFR 1020.40 for cabinet X-ray systems; expansion of onsite training requirements beyond two hours; modification of door dimensions (6'-0" × 8'-0" biparting motorized slider) to accommodate 33.7-foot blade loading; clarification of X-ray inspection performance criteria including defect types, sensitivity thresholds, and cycle time requirements; specification of floor-mounted gantry preference for source/detector manipulator to avoid interference with the internal 2-ton bridge crane; correction of door type conflict (vertical lift doors versus swing doors); revision of RF-shielded door assembly requirements; definition of manipulator degrees of freedom and rotational parameters; and complete modular vault system specifications addressing shielding performance, panel construction, structural support, and radiation compliance standards. Bridge work clarifications include pile tip elevation specifications (provided on sheet SS102 per Amendment 0003) and settlement monitoring procedures with 90-day waiting period post-fill placement. Two inquiries remain pending government response regarding settlement monitoring surcharges and reduction of the 40% small-business participation target due to CMMC Level 2 certification requirements creating resource constraints for local small-business subcontractors and vendors.

13.15

1.3.1.1

1.3.1.3

Section 1.3.1.1 identifies the crane system as an under running crane, while Section 1.3.1.3 classifies the system as a top running crane. These crane types have fundamentally different structural support requirements, runway beam configurations, and cost implications.

Please clarify which crane type is required for this project:

Under Running (Underhung) Bridge

Crane, or

Top Running Bridge Crane

Additionally, confirm whether the supporting structure (runway beams, columns, and building framing) has been designed to accommodate the intended crane type.

Reference detail A1/S-504.

Provide an under running bridge, columns, framing and hangers designed for loading.

Note runway beams are furnished by Contractor. Spec

Para 1.3.1.3 corrected/revised.

10 P995, 2 45 52 00 1.4

Paragraph 1.4 requires a 5-year warranty for the system. However, certain critical components— specifically the x-ray source and detector—typically do not carry a 5-year manufacturer warranty under standard industry practice.

Please clarify whether:

-The 5-year warranty requirement applies to all system components without exception, or

-Exceptions are permitted for components with standard manufacturer warranty limitations

Additionally, if full compliance is not feasible, confirm whether the

Contractor may:

-Propose standard manufacturer warranties for these components, and/or

-Provide recommended spare parts

(e.g., x-ray source, detector) as an optional line item to support long-term operability in lieu of extended warranty coverage

Basis of Concern / Impact:

Warranty duration revised. See revised 45 52 00 Specification provided with Amendment

0003.

The specified 5-year warranty exceeds typical industry standards for key system components and may:

-Limit availability of compliant equipment vendors

-Introduce sole-source or non-competitive procurement conditions

-Result in significant cost premiums or infeasible requirements

13 P995, 3 45 52 00 2.2

Section 45 52 20 ¶2.2: Section 2.2 cites compliance with 21 CFR 1020.4;

however, this reference appears incorrect.

It is understood that the applicable regulation for cabinet x-ray systems is

21 CFR § 1020.40. Please confirm whether the intended requirement is

21 CFR § 1020.40 and revise the specification accordingly. Clarification is required to ensure proper regulatory compliance, equipment selection, and accurate pricing.

14 P995, 4 45 52 00 3.2.1

Section 45 52 20 ¶3.2.1: The specification states, "Provide two hours of onsite training."

Please confirm whether this represents the full training requirement, or if separate operator training and maintenance training sessions are required as part of commissioning and turnover. Clarification is required to ensure proper scope definition, coordination with end users, and accurate pricing.

Specification revised regarding onsite training. See revised 45 52 00 Specification provided with Amendment

0003.

Item 3

Section 45 52 20 ¶3.4, Item 3: The schedule indicates a "6'-0\" high by 8'-

0\" wide biparting motorized slider," which appears restrictive for loading a

33.7-foot blade with associated handling fixtures or carts.

Please confirm:

(a) the required clear opening height and width for blade loading, and

(b) whether the stated door dimensions are a strict requirement or may be adjusted as part of the delegated design.

Clarification is required to ensure constructability, equipment compatibility, and accurate pricing.

The door size has been modified. See revised 45 52

Amendment 0003.

18 P995, 4 45 52 00

3.4 XTE-1

Item 8-10

From an X-ray imaging standpoint, the specifications are prescriptive and design-based rather than performance-based.

Please define the required inspection performance criteria for acceptance, including target defect types (e.g., water intrusion, crushed core, debonds, foreign object inclusion), minimum defect size / sensitivity, and any required IQI or image quality standard.

Specification further defines the performance criteria. See revised 45 52 00 Specification provided with Amendment

0003.

19 P995, 4 45 52 00

3.4 XTE-1

Item 4,9,10

Please provide the required inspection throughput / cycle time per blade.

Specification further defines the inspection. See revised 45

52 00 Specification provided with Amendment 0003.

20 P995, 4 45 52 00

3.4 XTE-1

Item 4-5

Please clarify the required degrees of freedom for the blade manipulator and scan system. As it currently reads, this specification could be satisfied with a total of three axes. Specifically, one axis to:

1) Move the source and detector along the length of the blade

2) Move the source and detector along the height of the blade

3) Rotate the blade

In practice, many more axes are typically provided to achieve the intended inspection coverage.

Also, is there a preference or requirement to have the gantry mounted source and detector manipulator mounted to the floor or ceiling? We interpret this as floor-mounted because it would interfere with the 2-ton internal bridge crane

Specification further defines the information. See revised

45 52 00 Specification provided with Amendment

0003. Floor mounted gantry is preferred.

B-201 shows the Settlement

Monitoring plan with plate locations and proposed contours. Note 4 calls for a waiting period of 90 days after the completion of fill placement. Is the intent to place the fill to the building

FFE of 29.75' and monitor it for settlement for 90 days? Please confirm that there is no additional surcharge required.

PENDING RESPONSE

139 P-993 Bridge

According to the bridge plans the pile lengths are anticipated to be between

70 and 85 in VLF. Which would generate a tip elevation of between -50 and -65 feet. The specifications note a minimum tip elevation of -2 for EB 1;

-18 for BT2/3; and -9 for EB 4.

Installing piles to the minimum tip elevation would be approximately

2,000 VLF less than using 70–85-foot piles. Please confirm if bidders should assume meeting the minimum tip elevation or to anticipate using the longer piles as shown in the drawings.

We believe a quick resolution would be to provide the anticipated tip elevations based on the design loading on the bridge drawings.

Estimated pile tip elevations provided on sheet SS102 as part of Amendment 0003.

The Aerospace X-Ray Testing

Equipment Schedule identifies a gantry-mounted X-ray source and detector manipulator; however, the required range of motion is not defined.

Please confirm the required total degree of rotation and motion parameters for the X-ray tube and associated manipulator (e.g., rotational limits, axes of movement, and positioning requirements).

This information is required to properly define system configuration and delegated design.

See revised 45 52 00

Specification provided with

Amendment 0003.

148 P995 45 52 00 -

Section 45 52 00 indicates that the X-ray vault is constructed of shielded modular panels; however, detailed performance and construction requirements are not fully defined.

Please provide complete specifications for the modular vault system, See revised 45 52 00

Specification provided with

Amendment 0003.

including but not limited to:

Required shielding performance criteria (e.g., lead equivalency or dose limits)

-Panel construction and materials

-Structural requirements and support conditions

-Jointing and sealing requirements

-Radiation compliance criteria and applicable standards

If these requirements are to be determined by the Contractor as part of delegated design, please confirm.

Solicitation

The RFP for the P-993 F-35

Sustainment Center requires all contractors performing work on the project to hold CMMC Level 2 (Self).

Currently, the vast majority of local and regional subcontractors, equipment suppliers, vendors and service providers – particularly those that qualify as SB - do not possess this certification, and estimates indicate it will take most companies 6–18 months to obtain it, with costs ranging from tens of thousands to hundreds of thousands of dollars per vendor. This requirement is especially burdensome on the local small-business community, many of whom do not have the resources necessary to pursue certification. As a result, the mandate is severely hindering the project’s ability to meet the Government’s 40% small-business participation target.

Can the Government reduce the small-business participation target for this Opportunity from 40% to 20%?
