About this opportunity
The Department of the Navy Naval Facilities Engineering Command (NAVFAC) seeks design-bid-build construction of MQ-25 Aircraft Laydown Facilities at Naval Station Norfolk, Virginia, with proposals due June 9, 2026. This is an unrestricted full and open competition procurement.
Place of performance is Norfolk, Virginia. The project encompasses three primary components: construction of a two-story annex to existing Building LP48 with maintenance shops, secured storage, Unmanned Carrier Aviation Mission Control System spaces, Weapons Training Unit operational trainer, Aerial Refueling Storage workcenter with overhead bridge crane, and support areas; construction of a Ground Based Detection and Avoidance radar tower with electrical and fiber optic infrastructure connected to the Air Traffic Control tower; and renovation of existing LP48 hangar with multiple one-story additions for tool room, battery charging, and RCS Shelter/Command functions, including repair of a vertical lift fabric door. Work includes environmental mitigation for historical airfield contamination, site preparation, utility work, grading, paving with low-impact development stormwater management, security fencing expansion, and landscape improvements. Contract completion is required within 1,017 calendar days after award.
The estimated project value is between $100 million and $250 million, awarded as firm fixed price. The NAICS code is 236220 (Building Construction) with a small business size standard of $45 million. Contractors must meet corporate experience requirements of $75 million minimum final construction cost on comparable projects completed within seven years. Performance and payment bonds equal to 100 percent of contract value are required. Davis-Bacon wage determinations apply; prevailing wage rate determination VA20260160 is effective May 18, 2026.
Evaluation criteria weight technical factors (corporate experience, management approach/schedule, safety, and small business utilization equally at approximately 25% each) and past performance (25%), with price at approximately 25% relative importance. A mandatory minimum of 20 percent small business participation is required, calculated as a percentage of total contract value including options. All contractors must complete a Small Business Participation Commitment and Individual Small Business Subcontracting Plan. General construction and finish work in secure areas must be performed by U.S. firms using U.S. citizens. Electronic security systems equipment and installation must be performed by U.S. companies using U.S. citizens. Contractor personnel require access through the Defense Biometrics Identification System or daily visitor passes. Contractors must maintain Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self) for all information systems processing, storing, or transmitting Federal Contract Information or Controlled Unclassified Information.
Multiple brand-name equipment justifications apply: Shielded Resources Group RF shielding products (ULTRA-RF/A and Xalon RF X25-RF/EMI Panel) meeting ICD 705 and TEMPEST security criteria; ASSA ABLOY Vertical Lifting Fabric Door for compatibility with existing equipment; Ignitable Liquid Drainage Floor Assemblies by Safespill Systems LLC as an alternative to prohibited Aqueous Film Forming Foam systems; and standardized Automated Logic Corporation WebCTRL and Johnson Controls International Metasys building control systems for cybersecurity and interoperability with existing installation infrastructure.
Hazardous materials inspection completed November 2023 identified chromium and cadmium in paint samples; no asbestos detected in bulk samples. Approximately 200 fluorescent light ballasts may contain PCBs and 400 fluorescent lamps presumed to contain mercury. Contractors must comply with OSHA regulations 29 CFR 1926.62 (Lead), 29 CFR 1926.1126 (Chromium), and 29 CFR 1926.1127 (Cadmium). Geotechnical investigation identified uncontrolled fill overlying alluvium with very soft to medium stiff fat clay and organic soils. Deep foundations (driven piles, micropiles) and micropiling are required; shallow foundations are limited. Seismic site classification is Site Class D.
Amendment 0008 extended the proposal deadline from March 31, 2026 to June 9, 2026 and issued discussion questions to invited offerors in the competitive range. Prior amendments addressed CMMC requirements, site visit logistics, RF shielding and door repair specifications, hazardous materials abatement pricing, grooved mechanical pipe joining prohibition, and miscellaneous technical clarifications. Contracting Officer is Catharine A. Keeling at catharine.a.keeling.civ@us.navy.mil or 757-341-0150.
