About this file

This is a Small Business Participation Commitment Document (SBPCD) template required for evaluation of small business utilization under Factor 5 of the solicitation for Design-Bid-Build P-222: MQ-25 Aircraft Laydown Facilities at Naval Station Norfolk, Virginia (Solicitation No. N4008525R2639). The document must be completed by all offerors, both large and small businesses, and serves as the sole form evaluated for small business participation commitment; alternative formats or attachments will not be considered.

The SBPCD requires offerors to identify their business size classification and applicable socioeconomic categories (SDB, WOSB, EDWOSB, HUBZone SB, VOSB, SDVOSB) and complete a detailed subcontracting breakdown including total contract value, self-performed work value, and subcontracted work value. A minimum of 20 percent small business participation is mandated, calculated as a percentage of total contract value. Offerors must provide a subcontracting participation table identifying specific small businesses with firm written commitments (teaming agreements, joint venture agreements, mentor-protégé agreements, or letters of commitment), the categories under which they qualify, the products and services to be provided, and the nature of commitment. If the minimum 20 percent small business requirement is not met, a detailed explanation is required. Large business offerors not intending to subcontract must provide justification for why subcontracting would not result in efficient contract performance. All dollar amounts must be rounded to the nearest whole dollar and percentages to the nearest tenth of a percent.
