About this file
This is a Small Business Participation Commitment Document (SBPCD) that requires all offerors—both large and small businesses—to document their commitment to subcontract with small businesses for the Design-Bid-Build P-222 MQ-25 Aircraft Laydown Facilities project at Naval Station Norfolk, Virginia (Contract N40085-25-R-2639). The document establishes a mandatory minimum small business participation requirement of 20% of the total contract value (TCV), including options. All offerors must complete this form to be evaluated under Factor 5 (Small Business Utilization and Participation), and information submitted in alternative formats will not be evaluated.
The SBPCD requires offerors to provide their business size classification, identify applicable socioeconomic categories if claiming small business status (HUBZone, WOSB, EDWOSB, SDB, VOSB, or SDVOSB), and complete a detailed subcontracting breakdown showing total contract value, self-performed work, and dollar values and percentages allocated to small business categories. Offerors must identify small business subcontractors with firm written commitments—such as teaming agreements, joint venture agreements, or signed letters of commitment—to support the 20% minimum requirement. If the minimum is not met, offerors must provide a detailed explanation of how they will achieve the proposed small business participation. Small businesses intending to self-perform at 100% are exempt from subcontracting requirements; however, all other offerors must justify any decision not to subcontract or explain why subcontracting would not result in efficient contract performance.

A SB commitment is a written agreement between a prime and small business to work together on this contract. This commitment in writing is considered the nature of commitment, which can include written teaming agreement, joint venture agreement, mentor-protégé agreement, written/signed letter of commitment from the small business, etc. This table can be expanded as needed.
