About this opportunity

The Department of the Navy Naval Facilities Engineering Command has issued a Special Notice for Project P-222, which involves construction of MQ-25 Aircraft Laydown Facilities at Naval Station, Norfolk, Virginia. The notice addresses the procurement process for a firm fixed price construction contract with specific brand name or equal descriptions for approximately 84 items across multiple design disciplines. This notice is issued in accordance with Section 888(a) of the National Defense Authorization Act for Fiscal Year 2017 and follows Defense Acquisition Regulation Supplement guidelines for justification and approval of brand name specifications. The project requires a detailed technical approach that allows for alternative manufacturers, provided they meet or exceed the specified quality, characteristics, and performance requirements established in the project plans and specifications. The notice is specifically focused on establishing a comprehensive framework for material selection and procurement for the aircraft laydown facilities.

The primary purpose of this Special Notice is to provide transparency and potential flexibility in the procurement process by allowing brand name or equal product descriptions for construction materials. Contractors interested in this opportunity must carefully review the attached manufacturer brand name list, which details specific approved manufacturers for various construction materials including ceiling tiles, ceramic tiles, carpet, paint, wall protection, and wood doors. All questions, comments, or requests for additional information must be submitted to the contract specialist, Catharine Keeling, by 2:00 PM Eastern Time on April 18, 2025. While the notice indicates no specific set-aside for contractor types, it emphasizes that alternative manufacturers can be utilized if they meet the established design and performance standards. The procurement approach follows federal acquisition regulations and provides a structured method for potential contractors to understand the project's material specifications. This Special Notice is explicitly not a Request for Proposal, but rather a preparatory communication to inform potential contractors about the project's technical requirements and procurement approach.
