About this file
This is a Justification and Approval (J&A) document for the use of other than full and open competition in a federal procurement.
The Department of the Navy, Naval Facilities Engineering Systems Command Mid-Atlantic (NAVFAC MIDLANT) seeks to procure repair services and brand-name specifications for a Vertical Lifting Fabric Door (VLFD) from manufacturer ASSA ABLOY under solicitation N4008525R2639, P222 MQ-25 Aircraft Laydown Facilities at Naval Station Norfolk, Norfolk, Virginia. The project involves constructing a two-story annex to support the existing high bay hangar facility (Building LP48) with reinforced concrete masonry unit walls, metal panel veneer, maintenance shops, secured storage spaces, Unmanned Carrier Aviation Mission Control System (UMCS) spaces, Weapons Training Unit (WTU) operational trainer and instruction space, Aerial Refueling Storage (ARS) Workcenter, mission equipment support areas, telecommunications rooms, and secure areas with ICD 705 requirements and various RF shielding levels. The estimated project value is redacted, with funding provided by FY24 Military Construction (MILCON) funds and a completion requirement of 1017 days after award. The solicitation was authorized by approval DD2579 on 25 April 2025 and will be issued as an unrestricted full and open, stand-alone construction solicitation.
The J&A justifies the use of brand-name specifications citing 10 U.S.C. 3204(a)(1) and FAR 6.302-1, asserting that repairs to the existing ASSA ABLOY "Megadoor" VLFD require compatible products and systems from that manufacturer to maintain functionality. A sources sought notice was published on Sam.gov on 22 December 2025 with a response deadline of 06 January 2026, which yielded no responses. The Contracting Officer will determine fair and reasonable pricing using FAR Part 15 techniques including price comparisons, Independent Government Cost Estimates (IGCE), historical data, and market survey results. NAVFAC Mid-Atlantic indicated no current plans to compete future similar contracts but will reassess if alternative sources become available.
