About this file
This is a Justification and Approval (J&A) document for use of other than full and open competition in a federal procurement action by the Department of the Navy, Naval Facilities Engineering Systems Command, Mid-Atlantic (NAVFAC MIDLANT).
The contracting activity seeks to construct a two-story annex at Naval Station Norfolk to support existing high bay hangar facilities (Building LP48). The annex will include reinforced concrete masonry unit (CMU) walls, maintenance shops, secured storage spaces, Unmanned Carrier Aviation Mission Control System (UMCS) spaces, Weapons Training Unit (WTU) operational trainer and applied instruction space, and Aerial Refueling Storage (ARS) Workcenter with overhead bridge crane and mission equipment support areas. The solicitation requires brand name specifications for two RF shielding products manufactured exclusively by Shielded Resources Group (SRG): ULTRA-RF/A with Enhanced Performance Package and Xalon RF X25-RF/EMI Panel. These products are critical for meeting ICD 705 and TEMPEST security criteria, as SRG is the only known manufacturer providing an integrated engineered system with all necessary RF shielded components. The acquisition will be conducted as an unrestricted full and open construction solicitation authorized by DD2579, with an estimated total project value of approximately $[redacted], with SRG RF shielding products comprising [redacted]. The project completion deadline is 1017 days after award and will be funded by FY24 Military Construction (MILCON) funds. A sources sought notice was published on SAM.gov on December 22, 2025, with a January 6, 2026 response deadline, and no commercially available alternatives were identified. The solicitation will follow and be published in accordance with FAR Part 5 requirements. Fair and reasonable pricing will be determined through comparison of proposed prices, Independent Government Cost Estimate, historical information, and market survey results.
