About this opportunity
The Naval Facilities Engineering Command seeks design-bid-build construction of a Phase III Groundwater Treatment Plant at Naval Weapons Industrial Reserve Plant in Bethpage, New York, with proposals originally due June 16, 2026, extended to July 8, 2026. Amendment 0005, issued September 9, 2026, cancels this solicitation in its entirety.
Place of performance is Bethpage, New York. The project addresses volatile organic compound and 1,4-dioxane contamination requiring treatment of groundwater extracted from three recovery wells operating at combined capacity of 1,800 gallons per minute. The treatment train includes equalization, iron oxidation with sodium hypochlorite, multimedia filtration, advanced oxidation process using ozone and hydrogen peroxide, liquid-phase granular activated carbon polishing, and off-gas control. The approximately 12,300-square-foot treatment building houses all process equipment, chemical storage with secondary containment, instrumentation and controls, HVAC, and support facilities. Treated water discharges to five existing recharge basins for re-infiltration.
The NAICS code is 237110, Water and Sewer Line and Related Structures Construction. The PSC code is Y1NE, Construction of Water Supply Facilities. The size standard is $45 million; the project magnitude is less than $25 million. Contract type is firm fixed price. Contractor must commence work within 15 calendar days of award and complete all work within 1,095 calendar days. Performance and payment bonds at 100 percent of contract price and bid bonds of 20 percent of total bid price (or $3 million, whichever is less) are required.
No set-aside is used; award is unrestricted full and open competition. Evaluation weighs five factors: Corporate Experience (Factor 1), Management Approach and Schedule (Factor 2), Safety (Factor 3), Past Performance (Factor 4), and Small Business Utilization and Participation (Factor 5). A minimum 20 percent small business participation is required unless detailed justification is provided. Cybersecurity Maturity Model Certification Level 1 (self-assessment) is required for contractors processing federal contract information or controlled unclassified information.
Davis-Bacon prevailing wage rates apply per Wage Determination NY20260012, effective May 18, 2026, for Nassau and Suffolk Counties, New York. All proposals must acknowledge receipt of Amendment 0002 (due date extension), Amendment 0003 (technical clarifications), Amendment 0004 (wage determination and Chinese military company prohibitions), and Amendment 0005 (cancellation).
