About this file

This is a technical specification section for the installation of a floating decanter system as part of the Phase III Groundwater Treatment Plant project. The specification details the requirements for furnishing, fabricating, installing, and testing one floating decanter unit (FD-xx) designed to decant the Backwash Waste Storage Tank (T-xx) contents while minimizing disturbance to the sludge blanket.

The decanter system shall be constructed entirely of Type 316L stainless steel and feature a ring design filled with suitable flotation material to maintain buoyancy while supporting its own weight. The system must be moored inside the tank using three cables and compression springs attached near the tank's top lip and be compatible with installation on a rail system per Drawing M-505. The unit shall discharge decant water by gravity through a 4-inch flexible hose with flange connection and cam-and-groove fittings to a sanitary sewer manhole, with on/off control provided by valve BFV-xx. The maximum flow rate is specified at 220 gallons per minute. All components shall be assembled, piped, and tested in the manufacturer's shop prior to shipment, with field assembly minimized. The contractor must submit product data, shop drawings with installation and clearance details, manufacturer's certificates confirming compliance with specifications, and an operation and maintenance manual prior to construction. The decanter manufacturer must demonstrate at least ten years of industry experience. The contractor shall provide lifting lugs for equipment over 100 pounds, a stainless steel identification plate mounted at eye level, one set of recommended spare parts, special tools for assembly and adjustment, a lifting and installation plan, functional testing and test reports, and a manufacturer's field representative to supervise installation, conduct staff training, and prepare a video recording of the field training course.
