About this file

This is a Small Business Participation Commitment Document (SBPCD) template for solicitation N40085-26-R-0161, a Design-Bid-Build Phase III Groundwater Treatment Plant construction project at Naval Weapons Industrial Reserve Plant in Bethpage, New York. The document establishes requirements and procedures for all offerors—both large businesses and small businesses—to demonstrate their commitment to small business subcontracting as part of Factor 5 evaluation criteria.

The SBPCD requires offerors to identify their business size classification and applicable socioeconomic categories (HUBZone, WOSB, EDWOSB, SDB, VOSB, SDVOSB). Offerors must complete a subcontracting breakdown showing total contract value, self-performed work value, and subcontracted work value. The document establishes a minimum 20% small business participation requirement, which offerors must meet or justify through detailed explanation. The form requires identification of small business subcontractors with firm commitments only, documented through written agreements such as teaming agreements, joint venture agreements, mentor-protégé agreements, or signed letters of commitment. Large business offerors who do not intend to subcontract must provide detailed justification explaining why subcontracting would not result in efficient contract performance, while small businesses performing 100% of work are exempt from this requirement. All dollar amounts must be rounded to the nearest whole dollar, and percentages to the nearest tenth of a percent.
