SMALL BUSINESS PARTICIPATION COMMITMENT DOCUMENT (SBPCD)
This is an attachment to a Design-Bid-Build Phase III federal solicitation (N40085-26-R-0161) for a Groundwater Treatment Plant at Naval Weapons Industrial Reserve Plant in Bethpage, New York. The SBPCD is a mandatory form that all offerors—both large and small businesses—must complete to provide information for evaluation under Factor 5, Small Business Utilization and Participation.
The form requires offerors to declare their business size classification based on applicable NAICS codes and identify any socioeconomic categories (HUBZone SB, WOSB, EDWOSB, SDB, VOSB, SDVOSB). Offerors must provide a subcontracting breakdown showing total contract value (including options), the dollar value of work to be self-performed by the prime contractor, and the total value of work to be subcontracted. The document establishes a minimum small business participation requirement of 20 percent of total contract value. Offerors must detail their small business participation by category (SDB, WOSB, HUBZone, VOSB, SDVOSB), and those failing to meet the 20 percent threshold must provide a detailed explanation. For small businesses identified with firm commitments (written teaming agreements, joint venture agreements, mentor-protégé agreements, or signed commitment letters), offerors must complete a table identifying the company name, small business category, products/services, and nature of commitment. If no subcontractors with firm commitments are identified, or if a large business does not intend to subcontract, detailed explanations are required. All responses must use whole dollars and percentages rounded to the nearest tenth of a percent, with responses in formats other than this prescribed form not being evaluated.
