About this file
This is a technical specifications document for a Phase III Groundwater Treatment System project. The document serves as the comprehensive specification guide for construction of a groundwater treatment facility at the Naval Weapons Industrial Reserve Plant in Bethpage, New York, issued for bid in February 2026. The project is managed by Naval Facilities Engineering Command Mid-Atlantic in Norfolk, Virginia, with contract number 112G08005WE24.
The scope of work encompasses ten major sections: mobilization and demobilization, site preparation, process and treatment systems, building systems, electrical systems, process control systems, site work and restoration, plumbing systems, fire protection systems, and special requirements. Key process equipment includes three recovery well pumps (P-8, P-9, P-10A), three fiberglass reinforced plastic vertical storage tanks, multimedia and cartridge filtration systems, an advanced oxidation process system with oxygen and ozone generation capability, liquid phase granular activated carbon treatment vessels, and associated feed pumps and chemical systems for treatment of metals, volatile organics, and 1,4-Dioxane. The electrical system requires a 1200-ampere, 277/480-volt, three-phase service entrance with a motor control center, seven variable frequency drives, and multiple panelboards. A programmable logic controller and supervisory control and data acquisition system will monitor and control all process equipment remotely via internet-based software. Building infrastructure includes cast-in-place concrete foundations, structural steel framing, HVAC systems, fire suppression and alarm systems, plumbing with emergency eye wash and shower stations, and an independent office building. The contractor is responsible for all procurement, installation, testing, integrity inspection, and operational startup of the complete treatment system, including wiring, instrumentation, and interconnections between all specified components.

2. Furnish structural and architectural roof and systems (framing, sheet metal, roof drains, metal decking, hardware, etc.) as shown in the technical drawings and as described in the design report and technical specifications.
Section 5: Electrical Systems
The Electrical Systems consist of the following components:
1. The electrical load for the new Phase III System has been estimated based on the new process equipment shown in the P&ID drawings (Ap-pendix H) and the estimated electrical load is 815A at 480V, 3-phase power system. Considering 15% future growth in accordance with UFC 3-501-01, the estimated load is 940A, so the nearest 80%-rated overcurrent device is 1200A.
2. With above load condition, a 1200A, 277/480V, 3-phase, 3-Wire Ser-vice Entrance Type MCC is proposed. This MCC is served by a utility transformer, which must be designed and provided by the local util-ity company, Public Service Electric and Gas Company Long Island
(PSEGLI).
3. The utility transformer will be approximate 1,000 kilovolt amps.
This utility transformer can be located on southeast side of the proposed building on a concrete pad and be powered by underground utility service from a new utility pole. Proposed pole shall be fed from existing power #W0220717, however exactly source is to be determined by PSEGLI. A utility meter is located on the transformer mounted current transformer cabinet. PSEGLI must be contacted with a "load letter" to coordinate new power service. However, the final decision to feed the utility transformer or the location is decided by PSEGLI.
4. The MCC will be in the designated electrical room (located on the southside of the Phase III System). The MCC consists of ten sec-tions, each section is 20 inches wide by 20 inches deep by 91.5 inches high. This MCC has seven VFDs, two (2) for the equalization tank pumps (P-100A and P-100B), two (2) for LGAC pumps(P-400A and
P-400B), two (2) for the air compressors (AC-610, AC-620), and one
(1) for the RW8 submersible pump (RW8). Other loads for the MCC are indicated in the P&ID drawings and Electrical Single Line draw-ing.
5. The MCC feeds multiple 400A, 277/480V, 3-phase, 3-wire panelboards which power required HVAC and other 480V, 3-phase equipment. Two
208/120V, 3-phase, 4-wire (W) panelboards are also fed from the MCC via a floor mount-dry type transformer. This panelboard feeds all
120V receptacles, lighting, and other 208V, 3-phase or 1-phase equipment/devices.
01 01 00 - 10
6. The control room has an enclosure containing a PLC, SCADA system, and internet/cellular gateway to enable off-the site Phase III Sys-tem process parameters to be monitored and controlled by users authorized by the Navy. A VPN router is used in conjunction with software to configure security and user rights for remote access.
The remote pump-motors (capable of being control locally from their respective VFDs) shall also be controlled and monitored by internet-based software via the PLC/SCADA system.
7. Interior Lighting for the new RE108 plant will be LED controlled by occupancy sensors with override wall switches.
