RE: Draft Final 2022 Long-Term Management Sampling Reports for Sites LF006, LF008, LF015, LF016
Dear Mr. Cox:
The Federal Remediation Branch (FRB) in the North Carolina Division of Waste Management (Division) received the Draft Final 2022 Long-Term Management Sampling Reports for Sites LF006, LF008, LF015, LF016 on January 19, 2023. The Division has the following comments:
• In future reports, please show the flow direction of Stoney Creek on figures.
• Several of the monitoring wells at all four sites have low pH. The 15A NCAC 02L .0202 groundwater quality standard for pH is 6.5-8.5. Typically, there is leeway given if the background pH level is naturally low. This should be addressed in future reports.
• Performance monitoring should continue every five years for the groundwater and surface water locations with the same set of analytical parameters.
Within 30 days of receipt of this letter please ensure to submit a final, non-draft electronic copy of the aforementioned document(s).
If you have any questions, please contact me at tessa.monday@ncdenr.gov.
Sincerely, Tessa R Monday Environmental Engineer Division of Waste Management

2.1 SITE DESCRIPTION
Site LF016 is a former landfill/hardfill with waste materials left in place. The site is listed on the installation’s Resource Conservation and Recovery Act permit as SWMU 3 (NCDEQ, 2019).
The site is located along the northern edge of the base and occupies approximately 15 acres (Figure 1). The site, situated northwest of the intersection of Biggs and Ream Streets, is adjacent to Stoney Creek and an unnamed creek to the south. From 1961 until 1970, it was used for the disposal of general refuse, coal ash, tank sludge, spent filters, paint residues, and solvents.
Landfill disposal practices included both trench and slope fill operations (URS, 2007).
Currently, the landfill is open space. A soil cover of at least 2 feet in thickness and consisting primarily of silty sands and clayey sands is present across all but the western edge of the site, based on shallow geotechnical borings completed in 2003 (URS, 2007).
The perimeter of the former landfill in relation to Stoney Creek and other surrounding features is shown on Figure 2. The site has not been repurposed by the base for other activities and exists as primarily grassy and wooded land serving as a buffer near the base perimeter boundary.
2.2 GROUNDWATER AND SURFACE WATER SAMPLING ACTIVITIES
During the 2022 sampling event, water levels were collected from five monitoring wells at LF016. The location of the monitoring well network is shown on Figure 2. Depth-to-water was measured from a surveyed measuring point established on the top of each polyvinyl chloride well casing using an electronic water level probe. Measurements were read to the nearest 0.01 foot and recorded in the field logbook. Depth-to-water measurements were converted to water-level elevation referenced to sea level. Contouring of the water table based on the calculated March 2022 groundwater elevations is presented on Figure 3. Groundwater contouring indicates a flow direction to the northwest, toward Stoney Creek. Well construction details and depth-to-water measurements for each well are summarized in Table 1. Copies of sample collections field sheets on which field measurements and other observations were recorded are included in Appendix C.
Groundwater and surface water sampling were collected at LF016 on 28 March 2022 and 29 March 2022. Sampling was completed as follows:
• Groundwater samples were collected from monitoring wells MW-51, MW-52, MW-53, MW-408, and MW-409.
• Surface water samples were collected from location SW-BKG-LF6 and SW-BKG-LF16.
• Groundwater and surface water samples were analyzed for volatile organic compounds (VOCs), semi-volatile organic compounds (SVOCs), pesticides, and metals.
• Groundwater was also monitored in the field for water quality parameters: temperature, conductivity, pH, dissolved oxygen, oxidation-reduction potential and turbidity.

2.3 GROUNDWATER AND SURFACE WATER SAMPLING RESULTS
The summary of field water quality parameters is presented in Table 2. A summary of sampling is presented in Table 3. A summary of the analytical results is presented in Table 4. Analytical results above respective North Carolina Groundwater Quality Standards (NC 2L Groundwater Standards) is presented in Figure 4. A summary of the sampling results by analytical method is as follows:
• VOCs – Five analytes, 1,2-Dichlorobenzene, 1,3-Dichlorobenzene, 1,4-Dichlorobenzene, Chlorobenzene, and Toluene were detected in at least one monitoring location at LF016.
1,4-Dichlorobenzene was detected above the NC 2L Groundwater Standard of 6 micrograms per liter (µg/L). There was no 1,4-Dichlorobenzene detection in the samples collected from Stoney Creek. The presence of this analyte at MW-51 is consistent with historical data (URS, 2018).
• SVOCs – Two analytes, 1,2-Dichlorobenzene and 1,4-Dichlorobenzene, were detected in monitoring wells MW-51 and MW-52. 1,2-Dichlorobenzene was detected in MW-51 below the NC 2L Groundwater Standard of 20 µg/L. As notes above, 1,4-Dichlorobenzene was reported at a concentration above the NC 2L Groundwater Standard of 6 µg/L. No SVOCs were detected in the samples collected from Stoney Creek.
• Pesticides – There were no pesticides detections at any monitoring point.
• Metals – Four analytes (antimony, iron, manganese, and thallium) were detected at concentrations above the NC 2L Groundwater Standards.
− Antimony was detected at monitoring locations MW-53, MW-408 and SW-BKG-LF6 at concentrations above the NC 2L Groundwater Standard of 1 µg/L. However, the concentrations were below the Environmental Protection Agency Nationally Recommended Water Quality Criteria of 5.6 µg/L.
− Iron was detected at all five monitoring wells and both surface water samples above the NC 2L Groundwater Standard of 300 µg/L. Iron in the groundwater is documented to occur at widely varying concentrations on base and in coastal sediments.
− Manganese was detected in all five of the monitoring wells and both surface samples.
The results for MW-51, MW-52, MW-53, MW-408 and MW-409, were detected above the NC 2L Groundwater Standard of 50 µg/L. These results are consistent with 2017 historical results from LF016 (URS, 2018). A comparison of concentrations reported in both upstream and downstream surface water samples suggest there is no significant source of manganese discharge from LF016 groundwater or impacting Stoney Creek.
− Thallium was detected at monitoring point MW-53 above the NC 2L Standard of 2 µg/L. Additionally thallium was detected in SW-BKG-LF6 and MW-409, although the results were below the NC 2L Standard. These results indicate a slight increase in concentration from the 2017 historical results at LF016 (URS, 2018).

SECTIONFOUR Conclusions and Recommendations
2022 LTM Sampling Report for Site LF016 4-1 Seymour Johnson AFB, NC
FA8903-13-C-0006
4.1 CONCLUSIONS
Samples were collected from five groundwater monitoring wells and from points upstream and downstream of the landfill in the adjacent surface water body (Stoney Creek). The groundwater and surface water samples were analyzed for VOCs, SVOCs, pesticides, and metals. The sampling results identified 1,4-dichlorobenzene, antimony, iron, manganese and thallium in groundwater at concentrations exceeding their respective comparison criteria:
• 1,4-dichlorobenzene was reported at concentrations slightly exceeding the NC 2L Groundwater Standard. 1,4-dichlorobenzene was detected via VOC Method 8260D and SVOC Method 8270E. The 1,4-dichlorobenzene concentrations are consistent with historical results and not present in the surface water samples collected from upstream and downstream of LF016.
• Antimony was detected at monitoring locations MW-52, MW-408 and SW-BKG-LF6 at concentrations above the NC 2L Groundwater Standard of 1 µg/L. These detections were below the recommended water quality criteria of 5.6 µg/L. Based on the concentrations identified it does not represent an adverse impact to the surface water quality.
• The iron concentrations reported in samples collected from site groundwater and the surface water in Stoney Creek are consistent with historical sampling data (URS, 2018). A comparison of the iron concentrations in the upstream and downstream surface water samples indicate that groundwater discharging from LF016 to Stoney Creek is not causing adverse impacts to surface water quality.
• Manganese concentrations were detected above the NC 2L Groundwater Standard in five of the monitoring locations at LF016. These results are consistent with historical results from the site and a comparison of concentrations reported in both upstream and downstream surface water samples suggest there is no significant source of manganese discharge from LF016 groundwater or impacting Stoney Creek.
• Thallium was detected at monitoring point MW-53 above the NC 2L Standard of 2 µg/L.
Additionally, thallium was detected in SW-BKG-LF6 and MW-409, although the results were below the NC 2L Standard. Based on the concentrations identified it does not represent an adverse impact to the surface water quality.
4.2 RECOMMENDATIONS
Based on the current operations and performance monitoring results, URS recommends the following:
• Performance monitoring should continue every five years for the groundwater and surface water locations with the same set of analytical parameters. The next sampling event will occur in 2027.
4 Conclusions and Recommendations
SECTIONFOUR Conclusions and Recommendations
