About this file

This is a request for proposal for environmental remediation services at multiple military bases in South Carolina and North Carolina. The contractor will be required to conduct cleanup activities and achieve site-specific objectives at fifty-four IRP sites and eleven MMRP sites. The services include maintenance of established remedies, optimization at applicable sites, and achievement of site-specific objectives. The acquisition is offered as a 100% small business set-aside and will result in a firm fixed-price contract with a period of performance of ten years. The proposal due date is March 27, 2023. The solicitation is available electronically through the System for Award Management and the Procurement Integrated Enterprise Environment solicitation module, where proposals must also be submitted.

The enclosures include administrative records, guidance documents, site visit requirements, and templates related to the performance work statement for the environmental remediation services.

The sample date was removed from the sample ID per client request.

Volatiles The method blank associated with batches 58587, 60581 had Hexachlorobutadiene detected at a concentration that was above the MDL but below the PQL. All samples associated with this method blank that have detections for Hexachlorobutadiene have been flagged with a "B”.

The LCS associated with batch 60100 had Acetone recovered above the acceptance limits. This demonstrates a high bias on analytical results. There were no detections for this compound in the samples associated with this batch; therefore, data quality is not impacted.

Reanalysis of the following sample was performed outside of the analytical holding time for Vinyl chloride which failed above CCV criteria and was detected in the sample: XJ19034-006. The sample was diluted out of a vial that had been previously analyzed and had headspace yielding results that are much lower in the third analytical run. All data has been reported.

The following sample required a dilution which was performed outside of the analytical holding time:

XJ19034-007.

Reanalysis of the following sample was performed outside of the analytical holding time for suspected carry-over in the analysis: XJ19034-008. All data has been reported

The MS/MSD associated with sample XJ19034-006 had compounds recovered outside of the acceptance limits. The LCS was recovered within the required acceptance limits; therefore, this demonstrates a matrix effect and data quality is not impacted.

Dissolved Gases The method blank associated with batches 58888, 60577 had Methane detected at a concentration that was above the MDL. All samples associated with this method blank that have detections for Methane have been flagged with a "B”.

The LCS associated with batch 58888 had Methane recovered above the acceptance limits. This demonstrates a high bias on analytical results and teh data has been reported.

The following samples required a dilution which was performed outside of the analytical holding time:

XJ19034-006, XJ19034-007, XJ19034-008. All data has been reported.

Semivolatiles Dilutions greater than 5X impact the surrogate recoveries, thus negating their usefulness concerning quality control. The sample results are reported and no corrective action is required.

The MS/MSD associated with sample XJ19034-004 had 1,4-Dioxane recovered outside of the acceptance limits. The LCS was recovered within the required acceptance limits; therefore, this demonstrates a matrix effect and data quality is not impacted.

Nitrate The laboratory control sample (LCS) for analytical batch 58827 outside of acceptance criteria for the following analyte: Nitrate. Sample XJ19034-006 was non-detect and the data has been reported.

Samples XJ19034-007, XJ19034-008 were reanalyzed outside of holding time and all data has been reported.
