RE: Draft Final 2022 Long-Term Management Sampling Reports for Sites LF006, LF008, LF015, LF016
Dear Mr. Cox:
The Federal Remediation Branch (FRB) in the North Carolina Division of Waste Management (Division) received the Draft Final 2022 Long-Term Management Sampling Reports for Sites LF006, LF008, LF015, LF016 on January 19, 2023. The Division has the following comments:
• In future reports, please show the flow direction of Stoney Creek on figures.
• Several of the monitoring wells at all four sites have low pH. The 15A NCAC 02L .0202 groundwater quality standard for pH is 6.5-8.5. Typically, there is leeway given if the background pH level is naturally low. This should be addressed in future reports.
• Performance monitoring should continue every five years for the groundwater and surface water locations with the same set of analytical parameters.
Within 30 days of receipt of this letter please ensure to submit a final, non-draft electronic copy of the aforementioned document(s).
If you have any questions, please contact me at tessa.monday@ncdenr.gov.
Sincerely, Tessa R Monday Environmental Engineer Division of Waste Management

2.1 SITE DESCRIPTION
Site LF008 is a former landfill/hardfill with waste materials left in place. The site is listed on the installation’s Resource Conservation and Recovery Act permit as SWMU 1 (NCDEQ, 2019).
The site was reportedly active from 1941 to 1946 and received general refuse, ash from the refuse incinerator (SWMU 88) and heat plant, and small quantities of miscellaneous industrial wastes. During excavation training in the 1980s, portions of the landfill were uncovered, revealing remnants of landfill debris.
Approximately one-third of the former landfill area is currently paved with aggregate and used by contractors to store equipment. The southern two-thirds are densely vegetated. A soil cover of at least 2 feet in estimated thickness and consisting primarily of sands, silty sands, and silt is present across the northern area of the site, based on shallow geotechnical borings completed in 2003 (URS, 2004). Less or no significant cover is present in the southern forested portion of the landfill site, where the primary means of disposal appear to have been surface deposition, rather than trenching and filling. Site surface drainage is toward nearby Stoney Creek. A major power line right-of-way is located adjacent to the landfill. The perimeter of the former landfill in relation to Stoney Creek and other surrounding features are shown on Figure 2.
Current uses for the site include:
• Base and contractor equipment and material storage (including a laydown yard for contractors) within the fenced area paved with aggregate.
• There are no known or reported uses of the wooded land outside the fenced area described above, with the exception of a right-of-way corridor for high voltage overhead power lines.
2.2 GROUNDWATER AND SURFACE WATER SAMPLING ACTIVITIES
During the 2022 sampling event, the water level meter malfunctioned and thus only some water levels were able to be collected. Due to this, the water levels from the 2021 landfill inspections were utilized in their place (URS, 2022). This substitution was based on the consistent depth to water and groundwater flow directions from 2018 through 2021 as measured in the annual inspection reports (URS, 2019, 2020, and 2021). The location of the monitoring well network is shown on Figure 2. Depth-to-water was measured from a surveyed measuring point established on the top of each polyvinyl chloride well casing using an electronic water level probe.
Measurements were read to the nearest 0.01 foot and recorded in the field logbook. Depth-to-water measurements were converted to water-level elevation referenced to sea level. Contouring of the water table based on the calculated December 2021 groundwater elevations is presented on Figure 3. Groundwater contouring indicates a flow direction to the northwest, toward Stoney Creek. This groundwater flow direction is consistent with the groundwater flow direction identified in the annual inspections completed from 2018 through 2021 (URS, 2019, 2020, and 2021). Well construction details and depth-to-water measurements for each well are summarized

in Table 1. Copies of sample collections field sheets on which field measurements and other observations were recorded are included in Appendix C.
Groundwater and surface water sampling were collected at LF008 on 23 March 2022 and 29 March 2022. Sampling was completed as follows:
• Groundwater samples were collected from monitoring wells MW-303, MW-304, MW-305, MW-307, and MW-308.
• Surface water samples were collected from location SW-BKG-LF8 and SW-BKG-LF15.
• Groundwater and surface water samples were analyzed for volatile organic compounds (VOCs), semi-volatile organic compounds (SVOCs), pesticides, and metals.
• Groundwater was also monitored in the field for water quality parameters: temperature, conductivity, pH, dissolved oxygen, oxidation-reduction potential and turbidity.
2.3 GROUNDWATER AND SURFACE WATER SAMPLING RESULTS
The summary of field water quality parameters is presented in Table 2. A summary of sampling is presented in Table 3. A summary of the analytical results is presented in Table 4. Analytical results above respective 15A North Carolina Administrative Code 02L.0202 Groundwater Quality Standards (NC 2L Standards) is presented in Figure 4. A summary of the sampling results by analytical method is as follows:
• VOCs – Cis-1,2-Dichloroethene, was detected in monitoring well MW-304. The result,
0.34 J, was reported below the NC 2L Standards (70 micrograms per liter [µg/L]), and no cis-1,2-dichloroethene was detected in samples collected from Stoney Creek.
• SVOCs – There were no SVOC detections at any monitoring point.
• Pesticides – There were no pesticides detections at any monitoring point.
• Metals – Seven analytes, antimony, cadmium, cobalt, iron, lead, manganese and thallium were detected at concentrations above the North Carolina 2L Groundwater Standards.
− Antimony was detected at monitoring locations MW-308 and SW-BKG-LF8 at concentrations above the NC 2L Groundwater Standard of 1 µg/L. However, the concentrations were below the Environmental Protection Agency Nationally Recommended Water Quality Criteria of 5.6 µg/L (USEPA, 2022).
− Cadmium was detected in MW-303, 5.5 µg/L, above the NC 2L Standard of 2 µg/L.
This result is consistent with 2017 historical results where cadmium was detected in MW-303 at a concentration of 4.6 J µg/L (URS, 2018). Cadmium was not detected at any of the other monitoring points including both surface water samples collected from upstream and downstream of Site LF008.
2022 LTM Sampling Report for Site LF008 2-3
Seymour Johnson AFB, NC
FA8903-13-C-0006
− Cobalt was detected in two groundwater samples collected from MW-307 and MW-303 at a concentration above the NC 2L Groundwater Standard of 1 µg/L. Cobalt detections were consistent with 2017 historical sampling data (URS, 2018).
− Iron was detected at all five monitoring wells and both surface water samples above the NC 2L Standard of 300 µg/L. Iron is not considered to be a contaminant of potential concern at LF008 due to the fact that standards for iron are based on aesthetics for drinking water and the aquifer at LF008 is not currently nor is it expected to be used as a drinking water source (FPM/URS, 2015).
− Lead was detected in one monitoring point, MW-308, at a concentration of 156 µg/L, which is above the NC 2L Standard of 15 µg/L. This result is down from the 2017 historical results where lead was detected at MW-308 at a concentration of 234 µg/L (URS, 2018). Lead was not detected at any of the other monitoring points, including both upstream and downstream surface water samples collected from Stoney Creek.
− Manganese was detected in one monitoring point, MW-303, above the NC 2L Standard of 50 µg/L. This result is consistent with 2017 historical results where manganese was detected at MW-303 at a concentration of 225 µg/L (URS, 2018). Manganese was not detected at any of the other monitoring points and a comparison of concentrations reported in both upstream and downstream surface water samples suggest there is no significant source of manganese discharge from LF008 groundwater or impacting Stoney Creek.
− Thallium was detected in two monitoring points, MW-305 and MW-307, above the NC 2L Standard of 2 µg/L. The results are a slight increase from the 2017 historical results (URS, 2018). Thallium was not detected at any of the other monitoring points, including both upstream and downstream surface water samples collected from Stoney Creek.
2.4 INVESTIGATION DERIVED WASTE
Aqueous waste generated during the equipment decontamination and purge water collected during groundwater sampling was collected in five-gallon buckets. The water was discharged to an oil/water separator located at the civil engineering wash rack on base. Used personal protective equipment was treated as solid waste and disposed of on base in a trash receptacle.

SECTIONFOUR Conclusions and Recommendations
2022 LTM Sampling Report for Site LF008 4-1
Seymour Johnson AFB, NC
FA8903-13-C-0006
4.1 CONCLUSIONS
Samples were collected from five groundwater monitoring wells and from points upstream and downstream of the landfill in the adjacent surface water body (Stoney Creek). The groundwater and surface water samples were analyzed for VOCs, SVOCs, pesticides, and metals. The sampling results identified four analytes (cadmium, iron, lead and manganese) in groundwater at concentrations exceeding their NC 2L Standards:
• Antimony was detected at monitoring locations MW-308 and SW-BKG-LF8 at concentrations above the NC 2L Groundwater Standard of 1 µg/L. Both detections were below the recommended water quality criteria of 5.6 µg/L, and the antimony exceedance in MW-308, is consistent with the 2017 historical sampling data (URS, 2018). Additionally, antimony was detected in SW-BKG-LF8, but not the downstream surface water sample, SW-BKG-LF15, which suggest there is no source of antimony discharge from LF008 groundwater or impacting Stoney Creek.
• The cadmium, lead and manganese detections and their reported concentrations are consistent with historical sampling data (URS, 2018). Both upstream and downstream surface water samples were non-detect for cadmium, which suggest there is no significant source of dissolved-phase constituents discharging from LF008 groundwater to Stoney Creek.
• The cobalt detection at MW-303 and MW-307 were above the NC 2L Standard of 1 µg/L.
The exceedance at MW-303, 11.2 J µg/L, was consistent with 2017 historical sampling data (URS, 2018). The MW-307 exceedance was below the recommended water quality criteria of 3 µg/L. A comparison of the groundwater concentrations reported in both upstream and downstream surface water samples suggest there is no significant source of dissolved-phase constituents discharging from LF008 groundwater to Stoney Creek.
• The iron concentrations reported in samples collected from site groundwater and the surface water in Stoney Creek are consistent with historical sampling data (URS, 2018). A comparison of the iron concentrations in the upstream and downstream surface water samples indicate that groundwater discharging from LF008 to Stoney Creek is not causing adverse impacts to surface water quality.
• The thallium detections in monitoring points, MW-305 and MW-307, show a slight increase from the 2017 historical results (URS, 2018). Thallium was not detected at any of the other monitoring points, including both upstream and downstream surface water samples collected from Stoney Creek, suggesting that there is no significant discharge of thallium from LF008 groundwater to Stoney Creek.
4.2 RECOMMENDATIONS
Based on the current operations and performance monitoring results, URS recommends the following:
