RE: Draft Final 2022 Long-Term Management Sampling Reports for Sites LF006, LF008, LF015, LF016
Dear Mr. Cox:
The Federal Remediation Branch (FRB) in the North Carolina Division of Waste Management (Division) received the Draft Final 2022 Long-Term Management Sampling Reports for Sites LF006, LF008, LF015, LF016 on January 19, 2023. The Division has the following comments:
• In future reports, please show the flow direction of Stoney Creek on figures.
• Several of the monitoring wells at all four sites have low pH. The 15A NCAC 02L .0202 groundwater quality standard for pH is 6.5-8.5. Typically, there is leeway given if the background pH level is naturally low. This should be addressed in future reports.
• Performance monitoring should continue every five years for the groundwater and surface water locations with the same set of analytical parameters.
Within 30 days of receipt of this letter please ensure to submit a final, non-draft electronic copy of the aforementioned document(s).
If you have any questions, please contact me at tessa.monday@ncdenr.gov.
Sincerely, Tessa R Monday Environmental Engineer Division of Waste Management

2.1 SITE DESCRIPTION
Site LF006 is a former landfill/hardfill with waste materials left in place. The site is listed on the installation’s Resource Conservation and Recovery Act permit as SWMU 4 and is monitored under the LTM plan approved by the NCDEQ (NCDEQ, 2019).
The site occupies approximately 8 acres and is located in the northern portion of the base, northwest of Collier Avenue and southeast of Stoney Creek (Figure 1). The former landfill was used from 1970 to 1987 for the disposal of general refuse generated on the base (not including refuse from the housing area), miscellaneous industrial chemicals, and ash from the heating plant. From 1987 until the mid-1990s, landfill use was limited to rubble disposal from ground maintenance activities, filled along a slope. The refuse portion of the landfill was operated in trench-and-fill fashion with wastes covered daily.
Much of the former landfill surface has been graded and partially paved with aggregate. A soil cover of at least 2 feet in thickness and consisting primarily of silty sands and clayey sands is present across most of the site. An abrupt scarp rising approximately 20 feet above the floodplain of Stoney Creek marks the northwest edge of the landfill area (URS, 2004). The perimeter of the former landfill in relation to Stoney Creek and other surrounding features is shown on Figure 2.
Current uses for the site include:
• Long-term storage of privately owned vehicles (e.g., recreational camping vehicles, boats, trailers, and older-model cars) within a fenced area near the central portion of the site.
• Open storage of materials used for maintenance, repair, or capital improvements on base(e.g., stockpiles of asphalt, concrete, stone, mulch, soil, and sand). Storage areas are primarily located along the eastern perimeter and in the northern portion of the site.
• Contractor material storage and equipment laydown area.
2.2 GROUNDWATER AND SURFACE WATER SAMPLING ACTIVITIES
During the 2022 sampling event, the water level meter malfunctioned and thus only some water levels were able to be collected. Due to this, the water levels from the 2021 landfill inspections were utilized in their place as the 2021 data is consistent with historical data (URS, 2022). The location of the monitoring well network is shown on Figure 2. Depth-to-water was measured from a surveyed measuring point established on the top of each polyvinyl chloride well casing using an electronic water level probe. Measurements were read to the nearest 0.01 foot and recorded in the field logbook. Depth-to-water measurements were converted to water-level elevation referenced to sea level. Contouring of the water table based on the calculated groundwater elevations is presented on Figure 3. Groundwater contouring indicates a flow direction to the northwest, toward Stoney Creek. Well construction details and depth-to-water measurements for each well are summarized in Table 1. Copies of sample collections field

sheets on which field measurements and other observations were recorded are included in Appendix C.
Groundwater and surface water sampling were collected at LF006 on 22 March 2022 in accordance with the approved LTM Design Addendum (FPM/URS, 2015). Sampling was completed as follows:
• Groundwater samples were collected from monitoring wells MW-44, MW-45, MW-46, MW-47, MW-49, MW-204, and MW-205.
• Surface water samples were collected from upgradient sample location SW-BKG-LF6 and downgradient sample location SW-BKG-LF8 (Figure 2).
• Groundwater and surface water samples were analyzed for volatile organic compounds (VOCs), semi-volatile organic compounds (SVOCs), pesticides, and metals.
• Groundwater was also monitored in the field for water quality parameters: temperature, conductivity, pH, dissolved oxygen, oxidation-reduction potential and turbidity.
2.3 GROUNDWATER AND SURFACE WATER SAMPLING RESULTS
The summary of field water quality parameters is presented in Table 2. A summary of sampling is presented in Table 3. A summary of the analytical results is presented in Table 4. Analytical results above respective North Carolina Groundwater Quality Standards (NC 2L Groundwater Standards) is presented in Figure 4.
During the March 2022 sampling event, there was an issue with the samples collected for monitoring wells MW-45 and MW-205 which led to the metal samples for these wells not being analyzed. Reviewing the historical 2017 data for these wells, the metals results did not exceed the NC 2L Groundwater Standards and were consistent with the results for the entire LF006 site
(URS, 2018).
A summary of the sampling results by analytical method is as follows:
• VOCs – One VOC, cis-1,2-Dichloroethene, was detected in two of the seven monitoring wells. Both results were reported below the NC 2L Groundwater Standards (70 micrograms per liter [µg/L]), and no cis-1,2-Dichloroethene was detected in samples collected from Stoney Creek.
• SVOCs – There were no SVOC detections at any monitoring point.
• Pesticides – There were no pesticides detections at any monitoring point.
• Metals – Three analytes (antimony, cobalt, iron, and manganese) were detected at concentrations above the NC 2L Groundwater Standards, but consistent with historical sampling data from the site.
− Antimony was detected in the two surface water samples collected at concentrations above the NC 2L Groundwater Standard of 1 µg/L. However, the concentrations were
2022 LTM Sampling Report for Site LF006 2-3 Seymour Johnson AFB, NC
FA8903-13-C-0006
below the Environmental Protection Agency Nationally Recommended Water Quality Criteria of 5.6 µg/L. No background concentrations have been established for antimony at SJAFB.
− Cobalt was detected in the one groundwater sample collected at a concentration above the NC 2L Groundwater Standard of 1 µg/L. Common elemental metals in the groundwater are documented to occur at widely varying concentrations on base and in coastal sediments (USACE, 2002).
− Iron was detected in all five groundwater samples analyzed at concentrations above the NC 2L Groundwater Standard of 300 µg/L. Common elemental metals in the groundwater are documented to occur at widely varying concentrations on base and in coastal sediments (USACE, 2002). The concentrations of iron in the surface water samples collected from Stoney Creek were above the NC 2L Groundwater Standard.
− Manganese was detected at one of the groundwater samples above the NC 2L Groundwater Standard of 50 µg/L and the background concentrations for manganese (65 µg/L). A comparison of concentrations reported in both upstream and downstream surface water samples suggest there is no significant source of manganese discharge from LF006 groundwater or impacting Stoney Creek. Manganese is not considered to be a contaminant of potential concern at LF006 due to the fact that standards for manganese are based on aesthetics for drinking water and the aquifer at LF006 is not currently nor is it expected to be used as a drinking water source (FPM/URS, 2015).
2.4 INVESTIGATION DERIVED WASTE
Aqueous waste generated during the equipment decontamination and purge water collected during groundwater sampling was collected in five-gallon buckets. The water was discharged to an oil/water separator located at the civil engineering wash rack on base. Used personal protective equipment was treated as solid waste and disposed of on base in a trash receptacle.

SECTIONFOUR Conclusions and Recommendations
2022 LTM Sampling Report for Site LF006 4-1 Seymour Johnson AFB, NC
FA8903-13-C-0006
4.1 CONCLUSIONS
Samples were collected from seven groundwater monitoring wells and from points upstream and downstream of the landfill in the adjacent surface water body (Stoney Creek). The groundwater and surface water samples were analyzed for VOCs, SVOCs, pesticides, and metals. The sampling results identified two analytes (iron and manganese) in groundwater at concentrations exceeding their NC 2L Groundwater Standards:
• Antimony was not detected above screening levels in the groundwater and the antimony detected in the surface water at LF006 is below the recommended water quality criteria of
5.6 µg/L. Based on the concentrations identified it does not represent an adverse impact to the surface water quality.
• The cobalt detection at MW-46 is consistent with 2017 historical sampling data (URS, 2018). A comparison of the groundwater concentrations reported in both upstream and downstream surface water samples suggest there is no significant source of dissolved-phase constituents discharging from LF006 groundwater to Stoney Creek.
• The manganese detection at MW-46 is consistent with 2017 historical sampling data (URS, 2018). A comparison of the groundwater concentrations reported in both upstream and downstream surface water samples suggest there is no significant source of dissolved-phase constituents discharging from LF006 groundwater to Stoney Creek.
• The iron concentrations reported in samples collected from site groundwater and the surface water in Stoney Creek are consistent with historical sampling data (URS, 2018). A comparison of the iron concentrations in the upstream and downstream surface water samples indicate that groundwater discharging from LF006 to Stoney Creek is not causing adverse impacts to surface water quality.
4.2 RECOMMENDATIONS
Based on the current operations and performance monitoring results, URS recommends the following:
• Performance monitoring should continue every five years for the groundwater and surface water locations with the same set of analytical parameters. The next sampling event will occur in 2027.
