About this file
This document includes a draft annual land use control inspection report and groundwater monitoring results for Solid Waste Management Unit 20 at Joint Base Charleston Weapons Station in South Carolina. Groundwater sampling detected 2,4,6-trinitrotoluene above the method detection limit in one duplicate sample but below the project action level. No other explosives or cadmium were detected above laboratory limits. The annual land use control inspection found no issues or unauthorized well installations. The report recommends continuing annual inspections and groundwater monitoring in 2023 as conducted in 2022 to comply with RCRA permit requirements.
The solicitation is a request for proposal for an optimized remediation contract to conduct environmental remediation activities at sites in South Carolina and North Carolina. The scope of work includes maintenance of existing remedies, optimization at applicable sites, and achievement of site-specific objectives at fifty-four IRP and eleven MMRP sites. The contract is set aside for small businesses and will have a period of performance of ten years with a combination of firm fixed price and cost reimbursement contract line items. The proposal due date is March 27, 2023.

Contract FA8903-15-C-0016 Page 3 of 5 BWJ140078 transported off-site in fall 2022. Solid waste generated during sampling activities (i.e., personal protective equipment such as sampling gloves) was collected and disposed of as general refuse.
3.0 2022 GROUNDWATER MONITORING RESULTS
2,4,6-Trinitrotoluene was detected in the duplicate sample collected from 20MW03 at a concentration of 0.5798 J micrograms per liter (µg/L). It was not detected in the parent sample.
This detection did not exceed the PAL of 2.5 µg/L.
1,3-Dinitrobenzene, 2,4-dinitrotoluene, 2,6-dinitrotoluene, nitrobenzene, and cadmium were not detected in exceedance of laboratory detection limits at any of the wells sampled in April 2022.
3.1 Data Quality Evaluation
All data generated by the laboratory were validated. Initial and continuing calibrations, surrogates, internal standards, quality control (QC) blanks, laboratory control sample (LCS)/laboratory control sample duplicate (LCSD), MS/MSD, and field duplicates (as applicable) percent recoveries or relative percent difference (RPDs)/relative standard deviations (RSDs) demonstrated an overall acceptable level of accuracy and precision was achieved, as applicable. In addition, completeness, defined to be the percentage of analytical results to be usable, including estimated values, was 100 percent for noted sample delivery group. All validation elements were acceptable and the data, as qualified, are acceptable for their intended use.
A summary of all monitoring results is included as Table 3. Laboratory reports and data validation reports are included as Attachment 3 and Attachment 4, respectively.
4.0 CONCLUSIONS AND RECOMMENDATIONS
The purpose of annual groundwater monitoring and LUC inspections at SWMU 20 is to comply with the requirements of the RCRA Permit. Three groundwater monitoring wells were sampled for cadmium and explosives in April 2022, and the annual LUC inspection was completed on April 14, 2022. Groundwater results did not exceed PALs for explosives in any of the wells sampled.
Cadmium was not detected in any of the wells sampled. No issues or unauthorized well installations were noted during the LUC inspection. The LUCs are functioning as designed. Bay West recommends continuing annual LUC inspections and groundwater monitoring in 2023 as was conducted in 2022.
