About this file
This is a request for proposal for environmental remediation services at multiple military bases in South Carolina and North Carolina. The services include maintenance of established remedies, optimization at applicable sites, and achievement of site-specific objectives at fifty-four IRP sites and eleven MMRP sites. The requirement is for a ten-year firm fixed price contract with a total estimated value over $100 million. The acquisition is set aside for small businesses. Proposals are due electronically through PIEE by March 27, 2023. The work will be performed at Joint Base Charleston-Air, Joint Base Charleston-Weapons, North Auxiliary Airfield in South Carolina, and Seymour Johnson Air Force Base in North Carolina.

1.0 SITE INFORMATION
Site Description
Site Name: Eastside Ordnance Area 1 (AOC Q/DA951)
Site Stage: Long-Term Management (LTM)
Location
Joint Base Charleston (JBC) Weapons is located 10 miles north of Charleston, South Carolina, approximately 16 miles inland from the Atlantic Ocean. The facility is situated in two counties, Berkeley and Charleston, and occupies 16,868 acres. Area of Concern (AOC) Q (DA951) – Eastside Ordnance Area 1 is located adjacent to Destroyer Alley in the Eastside Ordnance Area, north of Goose Creek and south of Bubba Road (Figure 1). AOC Q is an approximately 0.25-acre munitions response site (MRS) where ordnance items were discovered in 2012. Review of historical information indicated AOC Q was not a routine ordnance disposal site; the ordnance disposal at AOC Q appears to be an incidental occurrence.
Historical Use
During routine tree clearing activities conducted by a JBC Weapons Natural Resources contractor, four tear-shaped ordnance items were found near an old magazine, Building 250, within the Eastside Ordnance Area. Figure 2 shows the location of AOC Q and the location of the magazine approximately 850 feet northeast along Destroyer Alley. On 3 August 2012, the JBC Weapons Explosive Ordnance Disposal (EOD) team was contacted to inspect the items, identified as MK-19 Mod 1 13-pound (lb) practice bombs (tail fins broken off) thought to be World War I or World War II era. During removal, 23 more practice bombs were found nearby, for a total of 27 practice bombs removed from the site.
According to the EOD report, none of the practice bombs had spotting charges present.
Therefore, the practice bombs found were non-explosive and classified as munitions debris (MD).
All items were recovered and disposed as scrap at the JBC Weapons munitions residue collection point with a proper letter of clearance. An area of approximately 0.25 acre (Figure 2) was added to the Resource Conservation and Recovery Act (RCRA) Permit (South Carolina Bureau of Land and Waste Management, 2019) as AOC Q with notification to the South Carolina Department of Health and Environmental Control (SCDHEC) in a letter on 6 June 2013 (Bay West, 2018).
Historical aerial photographs of AOC Q were reviewed for the period of 1957 to 2016 (Bay West, 2018; United States Geological Survey, 2016). Note that photographs were not available for the 1980s–1990s or prior to 1957. The nearby magazine (Building 250) is visible in the 1957 photograph. AOC Q appears as an undisturbed wooded area in all photographs through 2007. A clearing at AOC Q is visible in the 2015 aerial photograph because of the tree clearing performed in 2012. There is no apparent prior clearing of the area or any indication of routine use as a disposal area.
Due to the proximity of AOC Q to the magazine (Building 250), it is unlikely that any routine disposal activities would have taken place at AOC Q, and historical photos do not indicate prior clearing or activity at the site. Therefore, the disposal at AOC Q appears to be an incidental occurrence.
Previous Studies
A Remedial Investigation (RI; Bay West, 2018) was conducted for AOC Q in 2017 due to the discovery of MK-19 Mod 1 13-lb practice bombs at the site during routine tree clearing activities.
The purpose of the RI was to evaluate the nature and extent of munitions-related impacts at AOC Q. Investigation of AOC Q included a visual survey, surface clearance, and intrusive
Joint Base Charleston Weapons, South Carolina
Contract FA8903-15-C-0016 2 BWJ140078 investigation. A “mag and dig” geophysical survey of the MRS was conducted using handheld analog metal detectors to evaluate potential munitions presence. No munitions and explosives of concern (MEC), MD, or evidence of former munitions use or disposal were identified during the RI at AOC Q.
Since MEC and MD were not found during the RI (Bay West, 2018), a composite soil sample was collected from AOC Q for analysis of explosives and select metals (i.e., antimony, cadmium, chromium, lead, and zinc). No munitions constituents (MC) were detected at elevated concentrations within AOC Q. Explosives were non-detect in the composite sample, and metals were present at concentrations consistent with JBC Weapons background concentrations. Based on the soil analytical results, groundwater sampling was not required.
Based on the results of the RI (Bay West, 2018), MEC and MC exposures pathways are considered incomplete at AOC Q. However, the SCDHEC requested land use controls (LUCs) for AOC Q in the SCDHEC approval letter for the RI report (SCDHEC, 2018), due to the location of AOC Q within the Eastside Ordnance Area. Therefore, in the AOC Q Statement of Basis (SoB;
Air Force, 2020), the proposed remedy for AOC Q is LUCs in the form of notation of AOC Q within the Installation Development Plan (IDP).
Land Use Controls
LUCs in the form of notation of AOC Q within the IDP will be implemented to ensure current and future land users are aware of the LUCs at the site. The LUC boundary (Figure 2) will be logged into the Base geographic information system (GIS) to officially identify the site as being subject to a LUC and to prompt review by the Base Remedial Project Manager (RPM) of any proposed disturbance or new use of the site. The RPM will review any project plans that may disturb AOC Q. This review will take place prior to any construction or maintenance activity. This review is initiated when the Civil Engineer Squadron processes a dig permit (the RPM is one of the required approvers for dig permits). If the planned activities constitute a change in land use, the RPM will notify SCDHEC as specified in the RCRA Permit. In addition, annual LUCs administrative review and reporting will be performed for AOC Q.

2.0 SUMMARY OF PROJECT TASKS
The LUC monitoring program is being implemented in accordance with Appendix D of the RCRA Permit. The area to be covered by the LUCs is presented on Figure 2. The LUCs ensure that proper planning, permissions, and safety considerations will be implemented prior to future construction activities or change in land use on the site. In support of this, the following field activities/schedule will be conducted:
Task Frequency Anticipated Month Information Reported to Regulators
Documentation of LUC boundaries in the Base GIS with reference in the IDP and review of proposed activities within the LUC boundaries through the Base dig permit process.
Ongoing Ongoing Report change in land use, if any.
Annual LUCs administrative review and reporting.
Annual April/May Within 90 days of administrative review.
2.1 Annual Administrative Review and Reporting
Annual administrative reviews will be completed to ensure that the LUCs remain in place and the Base dig permit process is utilized for activities that disturbed AOC Q. The administrative review will be documented, along with any deficiencies and measures taken to correct deficiencies, in the JBC Weapons annual LUC Inspection Report.
