Attachment A: Activity for Review
This Underground Injection Control (UIC) Permit Application is being submitted for a supplemental injection of emulsified vegetable oil (EVO), sodium bicarbonate, and zero valent iron (ZVI) at Solid Waste Management Unit (SWMU) 17, Joint Base Charleston (JBC) Weapons.
The objective of the injection is to stimulate bioremediation to remediate contaminated groundwater.
A previous pilot study consisting of direct injection of buffered EVO through standard Geoprobe® direct push technology rods was conducted from May 2004 through October 2007. The results of that pilot study demonstrated the effectiveness of the EVO for treatment of chlorinated volatile organic compounds in groundwater; however, the permeability of the shallow aquifer was reduced following the injection.
In order to prevent aquifer smearing and provide greater substrate distribution, another pilot study was conducted in early 2017 injecting through two permanent 2-inch diameter injection wells. In addition, sodium bicarbonate was used as the buffering agent in the second pilot study.
Sodium bicarbonate is relatively soluble, and therefore has the potential to react quickly. The post-injection pH in the aquifer remained neutral (between 6 and 7.5) throughout the pilot study, indicating that the sodium bicarbonate was successful in buffering the substrate. During the 2017 pilot study, the injection substrate was injected into the aquifer at a steady flow rate and minimal daylighting occurred. Although the post-injection slug test results indicated some impact to the aquifer permeability in the immediate vicinity of the injection wells, results from nearby monitoring wells 17MW05S and 17MW07S indicated that these impacts are limited in their extent. Groundwater elevations increased significantly from baseline directly following the injection but returned to baseline elevation by the fourth post-injection monitoring event. This indicates that the injections did not cause significant or prolonged aquifer plugging. These data suggested that the use of 2-inch diameter permanent injection wells minimized impacts to aquifer permeability and that they are suitable for remedy implementation. Therefore, 2-inch diameter injection wells and EVO buffered with sodium bicarbonate were proposed for the full-scale remediation (AECOM, 2016).
For the full-scale injection, 28 injection wells (17IW01-17IW28; Figure 1) with screened intervals from approximately 10 to 25 feet (ft) below ground surface (bgs) were installed. Approximately 1,249 pounds of SRS-SD (SRS - small droplet) EVO and approximately 539 pounds of sodium bicarbonate were injected into each of the 28 injection wells for a total of approximately 34,972 pounds of EVO and 15,092 pounds of sodium bicarbonate. The substrate was diluted with tap water and injected into the injection wells. Approximately 3,000 gallons of solution were injected into each injection well, followed by approximately 1,000 gallons of chase water. If daylighting occurred or the injection pressure increased substantially and the injection flow rate of substrate into a well decreased significantly, then injection into that well was stopped and injection hose was connected to the next injection well. If daylighting began or injection pressure increased significantly and injection flow rate decreased in a well prior to 1,000 gallons of chase water being injected, the chase water injection into that well was considered to be complete. A total of 103,050 gallons (82,708 gallons of substrate and a total of 20,302 gallons of chase water) were injected into the groundwater during the full-scale injection event (AECOM, 2018).
It is proposed that a supplemental injection event be conducted. The proposed supplemental injection event would include the injection of approximately 1,249 pounds of EVO (equivalent to three 55-gallon drums of SRS-SD), 539 pounds of sodium bicarbonate, and 270 pounds of ZVI injected into each of the following six injection wells: 7IW08, 17IW09, 17IW10, 17IW12, 17IW14, and 17IW17 (Figure 1). Therefore, for the supplemental injection event, a total of approximately
Joint Base Charleston Weapons, South Carolina
Contract FA8903-15-C-0016 3 BWJ140078
7,494 pounds of EVO, 3,234 pounds of sodium bicarbonate, and 1,620 pounds of ZVI will be injected. The proposed supplemental injection substrate is similar to the full-scale injection substrate with the addition of approximately 270 pounds of ZVI per injection well. In 2017, ZVI was used as an approved groundwater amendment at the site as part of the soil remediation activities (excavation of “hot spots”). Prior to backfilling, SRS®-Z (an EVO product containing ZVI) and sodium bicarbonate were added to the open excavations to stimulate additional reductive dechlorination in the groundwater beneath the “hot spots” (AECOM, 2018). For this supplemental injection event, similar to the full-scale injection event, the substrate will be diluted with tap water from a nearby fire hydrant. Substrate batches will be prepared 500 gallons at a time, with approximately 0.5 drum of EVO and 90 pounds of sodium bicarbonate, and 39 pounds of ZVI per batch. It is proposed that 3,000 gallons of solution followed by 1,000 gallons of chase water be injected into each of the six injection wells (total of 24,000 gallons injected into the groundwater).
Attachment B: Well Construction Details Six existing injection wells (Figure 1) will be used for the purpose of injecting aqueous suspensions of EVO, sodium bicarbonate, and ZVI. The construction details for existing injection wells to be used during this supplemental injection are provided on Table 1.

Attachment I: Cross Sections/Diagrams The location of the geologic cross section of SWMU 17 is shown in Figure 9 and a geologic cross section through the portion of the site where injection wells were installed is shown on Figure 10 (AGVIQ-CH2MHILL, 2010). This cross section shows the site prior to injection well installation.
The lithology of the surficial aquifer beneath the site consists of a clay unit at the ground surface to about 5 to 10 ft bgs. Beneath the clay unit is a silt and sand unit that coarsens downward to a shelly sand unit with a combined thickness of 17 to 32 ft. Beneath the shelly sand in the western portion of the site is a distinct silt and clay unit. The silt and clay unit changes laterally into a sand unit that extends from the central portion of the site to beyond the eastern boundary. A thick, low-permeability silt/clay unit underlies both the silt and clay unit and the sand unit, sloping from 16 ft bgs in the northern half of the site, to 42 ft bgs in the southern half of the site
(AGVIQ-CH2MHILL, 2010).
Joint Base Charleston Weapons, South Carolina
Contract FA8903-15-C-0016 9 BWJ140078
The surficial aquifer beneath the site displays the characteristics of an unconfined to semi-confined system. Typically, the groundwater is encountered just beneath the upper clay unit which occurs between 5 and 12 ft bgs; however, upon monitoring well completion, the static water level equilibrates at levels of approximately 3 to 6 ft bgs. Groundwater flows east toward the tributary of Goose Creek and is tidally influenced.
Attachment J: Names and Depth of Underground Sources of Drinking Water No underground sources of drinking water will be affected by the EVO injection solution. EVO will be injected in the deeper portion of the surficial aquifer (Ladson Formation).
Attachment K: Hydraulic Control The average hydraulic gradient at SWMU 17 is 0.0074 ft/ft, calculated from the November 2017 baseline gauging event. The geometric average hydraulic conductivity was calculated to be approximately 1.39 ft/day (i.e., 4.91 × 10-4 centimeters per second) from the pre-injection slug tests performed in October 2017. The effective porosity of the upper surficial aquifer is estimated to be 0.30. The average seepage velocity (groundwater flow velocity) is calculated to be 0.034 ft/day (i.e., 12.41 ft/year).
