Joint Base Charleston Weapons, South Carolina

Contract FA8903-15-C-0016 BWJ140078

SWMU 25 (XE005) ANNUAL LUC INSPECTION REPORT

Site Description

Site Name: Old South Annex Munitions Disposal Area (SWMU 25/XE005)

Site Stage: Long-Term Management (LTM)

Location

Solid Waste Management Unit (SWMU) 25 (XE005), a munitions response site (MRS), covers approximately 26 acres south of Goose Creek in the South Annex of Joint Base Charleston (JBC) Weapons. The site is divided into two MRSs to separate the land (XE005, 15.3 acres) and water (XE005A, 10.9 acres) areas of the site per Military Munitions Response Program (MMRP) guidance. (Figure 1).

Land Use Controls

The land use controls (LUCs) for SWMU 25 include the following:

Restriction of future construction activities or changes in land use at SWMU 25 unless proper planning, permissions, and safety considerations are made.

Documentation of LUC boundaries in the Installation Development Plan (IDP) and review of proposed activities within the LUC boundaries through the Base dig permit process.

The Base Remedial Project Manager (RPM) will notify the South Carolina Department of Health and Environmental Control (SCDHEC) if planned activities constitute a change in land use impacting SWMU 25.

Installation of warning signs to notify site receptors of the potential subsurface MEC risks remaining at SWMU 25. Signs will be installed/maintained at access roads and around the site perimeter on land, as needed.

Maintain the soil cover over the buried MEC at SWMU 25. If the soil cover over the buried MEC is compromised (e.g., by erosion), it will be restored.

Complete annual LUC inspections using the SWMU 25 LUC Monitoring Checklist.

1.0 SUMMARY OF LUC INSPECTION

Task Information Reported to Regulators

Warning sign installation and inspection

Eleven warning signs were installed on December 7, 2021, during the LUC inspection. Sign locations are included on Figure 1.

Photographs of signs are included in the 2021 site-specific LUC checklist (Attachment SWMU 25-1).

Documentation of LUC boundaries in the IDP and review of proposed activities within the LUC boundaries through the Base dig permit process.

1) SWMU 25 is included in the IDP. The Resource Conservation and Recovery Act (RCRA) Permit will be updated in 2022 to include LUC requirements at SWMU 25 as per the LUC Implementation Plan.

2) A dig permit was requested March 9, 2021, for improvements to a sewer line near building 3817. Proper planning, permissions, and safety considerations were made and all LUCs were properly followed. The dig permit and a figure detailing the location of work are included in Attachment SWMU 25-2 following the site specific LUC checklist.

Joint Base Charleston Weapons, South Carolina

Contract FA8903-15-C-0016 BWJ140078

Task Information Reported to Regulators

3) A dig permit was requested April 16, 2021, for the installation of project signs next to the south ramp of TC dock. Work was performed outside the SWMU 25 MRS and LUCs were not affected. The dig permit and figure detailing the location of work are included in Attachment SWMU 25- 2 following the site specific LUC checklist.

4) A dig permit was requested September 7, 2021, for the replacement of a fire hydrant at the south end of the TC dock. Work was performed outside the SWMU 25 MRS and LUCs were not affected. The dig permit and figure detailing the location of work are included in Attachment SWMU 25- 2 following the site-specific LUC checklist.

5) A dig permit was requested July 8, 2021, for security improvements involving boring locations around the SDDC parking lot and TC Dock. Proper planning, permissions, and safety considerations were made and all LUCs were properly followed. The dig permit and figure detailing the location of work are included in Attachment SWMU 25-2 following the site specific LUC checklist.

LUC Monitoring

The inspection consisted of a site walk to observe site conditions, changes and repairs to existing soil cover, and any changes in site use that are inconsistent with LUC requirements. The LUC inspection, completed December 7, 2021, was documented using the site-specific LUC checklist (Attachment SWMU 25-1).
